I. CALL MEETING TO ORDER
The meeting was called to order at approximately 12:10 p.m.
Those Members Present: Jon Green, Craig Knudsvig, Keith Berger, Pastor Gretchen Graf, Peter O’Neill, John Packett, Donna Bernhardt representing NDSU Extension Services, Jan Haas representing NE Human Service Center, Mary Amundson, Leland Lipp, John Clayburgh, Andy Jorgensen representing the 319th Medical Group, Jack Kerbeshian, Mark Lambrecht, and Don Shields. Others present: Nancy Klatt from Altru Cancer Center, and Keith Westerfield.
II. OLD BUSINESS
1. Review and Approval of Minutes of January 18, 2007 Meeting:
Minutes were reviewed and approved with no changes.
2. Legislative Dental Resolution – Access to Fluoride Varnish for Children:
Jack K. briefed that the Access to Fluoride Varnish for Children (House bill #1293) did pass Legislature.

3. Northern Valley Dental Health Coalition Dental Access Project Update:
Don S. briefed on that the Northern Valley Dental Health Coalition will receive a $240,000 Bush Foundation grant to renovate the old Deaconess Hospital, and should be up and running by late summer. (see attached GF Herald article and Talking Paper)
III. NEW BUSINESS
1. North Dakota’s Cancer Control Plan Presentation:
- Nancy Klatt, from Altru Cancer Center, passed out copies of the Executive Summary (North Dakota’s Cancer Control Plan booklet) that gives a summary of the work that has been going on in ND for past
3-4 years (see attachment). She briefed how there’s been regional and national Cancer Leadership Institute meetings to help develop the training on how to address cancer issues in our state.
- Nancy also gave a slide presentation on North Dakota Cancer Control Plan 2006-2010 (see attachment). The Cancer Control Plan is just a starting point for all the different organizations and partner groups throughout the community and throughout the state, to look at cancer and how we can better address some of the issues related to cancer in our communities. Also look at ways to create and implement activities that would reduce the burden of cancer in the state.
- Working on starting a pilot program for colorectal screening, to make it available to people with low income.
- John P. asked if ND is on a level playing field with other states (availability of care), with the stereotype of a rural state? Nance K. told that access to care is an issue across the board in all states, and some are far worse than ND (i.e.: Wyoming and Alaska), but ND is in good shape. That’s why wanted to show cancer programs in the state that are accredited by the American Surgeon—that’s the highest quality program that you can get (have to meet a lot of criteria).
- Leland L. asked if there was any link between lung cancer and marijuana smoking? Nancy K. said she would research it and get back with this information. She later responded with an email to the Public Health Department that said they found only one study, and that made no connection between lung cancer and marijuana.
2. Member Update:
Don Shields:
- Flood Remembrance next week, April 19th – 21st.
John CLayburgh:
- The Dental Clinic is going to happen, and should start construction in late spring (over 20 years in the making). There still an issue with staff and manpower.
- Great to see the support of Legislature on the Medicaid bill, to increase dental reimbursement rates.
