High Risk Offenders

The Grand Forks Police Department is releasing the following information pursuant to North Dakota Criminal Code 12.1-32-15, which authorizes law enforcement agencies to disclose sex offender information if the agency determines that the individual is a public risk and disclosure is necessary for public protection.

Type III sex offenders are individuals who have been convicted of a sex offense. Their criminal history places them in a classification level which reflects the potential to re-offend.

Juan Deleon III Demographics Date of Birth: 09/15/1987 Sex: Male Race: Caucasion (Hispanic) Height: 5' 1" Weight: 116 lbs Eyes: Brown Hair: Black Address 414 Division Avenue Grand Forks, ND 58201 GRAND FORKS CO Criminal History Deleon was convicted in 2003 of Gross Sexual Imposition (GSI) (2-counts), and one count of Attempted GSI. He was convicted of engaging in sexual acts and having sexual contact with three juvenile females between May 2001 and May 2003. The females were ages 8, 11, and 12. Deleon was convicted in 2003 of Gross Sexual Imposition (2-counts). He was convicted of forcing a 15-year old female to engage in intercourse, and pushing a 13-year old female to the ground and having sex with her. Community Notification held on June 4th, 2008	Robert Salinas Demographics Date of Birth: 7/3/78 Sex: Male Race: Hispanic Height: 6' Weight: 275 lbs Eyes: Brown Hair: Black Address 2201 Gateway Dr. #207 Grand Forks, ND 58203 Criminal History Salinas was convicted of 1st Degree Criminal Sexual Conduct in Polk County, MN on November 13th, 1996. Salinas entered the bedroom of an 11-year old girl, removed her pajamas and had intercourse with her. Community Notification held on December 16th, 2010
BRET ROGER ROWLEY Demographics Date of Birth: 09/24/1965 Sex: Male Race: White Height: 5'7" Weight: 150 Eyes: Blue Hair: Brown Address 522 Hamline Street Grand Forks, ND 58203 Grand Forks County Criminal History Rowley was convicted in Grand Forks District Court in 2005 for Indecent Exposure. He was sentenced to 365 days incarceration with 275 days suspended. and 2 years supervised probation. Rowley was convicted in Grand Forks District Court in 2003 for Indecent Exposure. He was sentenced to 60 days incarceration with 56 days suspended, and 1 year unsupervised probation. Rowley was convicted in Grand Forks District Court in 1988 for Indecent Exposure. He was sentenced to 1 year incarceration (deferred imposition), and 1 year probation. Community Notification held on January 19th, 2006	ROY ALLEN FEIST Demographics Date of Birth: 07/22/67 Sex: Male Race: White Height: 5'06" Weight: 160 lbs Eyes: Blue Hair: Brown Address 417 South 9th Street Grand Forks, ND 58201 Grand Forks County Criminal History Feist was convicted in Grand Forks District Court in 2003 for Indecent Exposure. A homeowner noticed a vehicle parked in an alley behind his house. When he approached the vehicle, he saw Feist naked in the back seat. Feist was masturbating and digitally penetrating himself. He was sentenced to 12 months incarceration, with 230 days suspended. Feist was convicted in Grand Forks District Court in 1986 for Corruption of a Minor. Feist had a sexual relationship with a 15-year old girl. He was sentenced to 1 year incarceration, deferred. Community Notification held on August 16th, 2007.
Christopher James Midgett Demographics Date of Birth: 8/6/82 Sex: Male Race: Caucasion Height: 6'2" Weight: 260 lbs Eyes: Hazel Hair: Brown Address 420 Division Ave Grand Forks, ND 58201 Criminal History Sexual Assault in Texas-When Midgett was 12 or 13, he engaged in sexual acts with a 5 year old girl and an 8 year old boy. A recent charge involving a 10 year old boy in North Dakota was dismissed for lack of evidence. Community Notification held on October 8th, 2010	Wesley Owen Gee Demographics Date of Birth: 6-6-83 Sex: Male Race: Caucasion Height: 6'3" Weight: 124 lbs Eyes: Hazel Hair: Brown Address 2021 S. Washington St. #121 Grand Forks, ND 58201 Criminal History Convicted of Corruption of a Minor in Grand Forks District Court in 2006. When Gee was 22 years of age, he met a 15 year old female on the internet. He traveled to North Dakota to meet her and was caught having sex with her. He then lied about his name and age. Leonard Albert Nesdahl Demographics Date of Birth: 6-17-81 Sex: Male Race: Caucasion Height: 5'11" Weight: 265 lbs Eyes: Blue Hair: Brown Employment Borrowed Bucks Roadhouse 1970 S. Columbia Rd. Grand Forks, ND 58201 Criminal History Convicted of Criminal Sexual Conduct 3rd Degree in 2001. When he was 19, Nesdahl digitally penetrated a 15 year old girl on two occasions. Also convicted of Criminal Sexual Conduct 2nd Degree when he was a juvenile. When he was 15, he had intercourse with an 8 year old girl.
