ADVERTISEMENT FOR CONSTRUCTION BIDS


Sealed bids for Project 6569, construction of the FM Repair – Col. RD, 26th Ave S to 28th Ave S Project, will be received on May 9, 2011 until 2:00 p.m. local time by the Director of Finance & Administrative Services in City Hall, 255 N 4th St. in the City of Grand Forks, North Dakota, at which time and place they will be publicly opened and read. Bids received after this time will not be accepted.

The scope of work generally consists of the following:

Traffic Control, 4 ARV Manholes, 4614 feet of 16” Open-Cut Forcemain, 530 feet of 16” Uncased Push and Bore, 630 feet of 30” Open-Cut Forcemain, 429 SY of Sidewalk Removal and Replacement, 22,438 SY of Grass Restoration, 5127 feet of televising 30” Forcemain and miscellaneous work.:

Bids will be both unit price and lump sum price.

If Agreement is to be awarded, a single agreement awarded resulting in the lowest total project bid.

All work is to be in accordance with the Bidding Documents which are on file in the office of the City Engineer, Grand Forks, North Dakota, reference to which is made for detailed description of the work.

Each bid must be accompanied by a separate attached envelope containing an acceptable bidder’s bond in a sum equal to five percent of the full amount of the bid, executed by the bidder as principal and by a surety, conditioned that if the principal’s bid be accepted and the contract awarded to the principal, the principal, within ten days after notice of award, will execute a contract in accordance with the term of the bid and a contractor’s bond as required by law and the regulations and determinations of the Grand Forks City Council.

Each bid shall have a copy of the Contractor’s License or certificate of renewal thereof issued by the Secretary of State enclosed in the required bid bond envelope. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provision as to bond and license.

The City Council reserves the right to reject any or all bids and/or to waive any informality in the bids received and to accept any bid deemed to be most favorable to the interest of the City of Grand Forks.

The successful bidder shall warrant and guarantee work for two years and shall furnish performance and payment bonds, in the amount of 100% of the contract. Bonds shall remain in effect until two years after date of final payment.

Within fifteen (15) days after effective date of Agreement, CONTRACTOR shall submit to OWNER a written notice indicating the specific date that CONTRACTOR will begin construction. Unless extended as per Article 12 of the General Conditions, Milestone “A” (Washington St Bypass in operation) shall be completed by July 1, 2011, Milestone “B” (Columbia Road Forcemain in operation) shall be completed by July 29, 2011, Milestone “C” (Surface restoration) shall be completed by August 12, 2011 and all work shall be completed and ready for final payment in accordance with paragraph 14.07B of the General Conditions no later than September 30, 2011.

Prospective bidders and suppliers may obtain Bidding Documents from Webster, Foster & Weston, 1616 Mill Road, Grand Forks, North Dakota 58203, upon payment of a non refundable $40.00 per set.

Each request for Bidding Documents shall include name of firm, street address, mailing address, telephone number, fax number, and identification as a potential prime contractor, subcontractor, or material supplier on this project.
