MINUTES
Grand Forks Civil Service Commission
January 13, 2011

Vice-Chairman Vanyo called the Grand Forks Civil Service Commission meeting to order at 3:30 PM in the City Hall Council Chambers.  Commissioners, Bredemeier, Burlog and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the November 11, 2010 regular meeting minutes.
All approved, motion carried.
It was noted that the December minutes reflect that the regular meeting was cancelled.
ELECTION OF OFFICERS

HR Director Hovland stated that January is the meeting where new officers are elected.  He also stated that it was his belief that the Vice-Chairman moves up to be Chairman.  Commissioner Bredemeier made a motion to recommend that Vice-Chairman Vanyo move up to Chairman.  Commissioner Burlog seconded the motion.
All approved, motion carried.
Commissioner Burlog made a motion to elect Commissioner Bredemeier Vice-Chairperson for 2011.  Commissioner Nies seconded the motion.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
Mr. Hovland stated that there was one addition to the agenda.  It is the Eligibility of a Non-Classified Employee to apply for a Classified position based on past precedence.  Lt. Ferguson was present to address any questions.  Lt. Ferguson stated that the Police department does support the internal candidates.  Commissioner Nies made the motion to allow Justin O’Neill to apply as an internal candidate.  Commissioner Burlog seconded the motion.  
All approved, motion carried.

REASSIGNMENT REGISTER

Police Sergeant (Exam cutoff)
HR Director Hovland stated that this went forward, but the Commission in the past has given the HR Director the authority on written exams to determine the cutoff with the charge that everyone competes.  Mr. Hovland suggested that if they want the HR Director to have the authority to determine the cutoff on reassignment register exams.  It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve that all candidates move forward.
All approved, motion carried.

Mr. Hovland stated that the Commission could allow the practice of HR Director to determine the reassignment exam cutoff to be continued by a motion or not.  It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approve continuing to give the HR Director authority to determine reassignment exam cutoffs.
All approved, motion carried.


ADJOURNMENT

It was moved and seconded to adjourn the January 13, 2011 regular meeting. The meeting was adjourned at approximately 3:42 PM.
