Minutes of Grand Forks City Council/Growth Fund
Authority (JDA) - Monday, July 19, 2010 - 5:30 p.m.____

The city council of the city of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Monday, July 19, 2010 at the hour of 5:30 p.m. with Mayor Brown presiding. Present at roll call were Council Members Bjerke, Grandstrand, Glassheim (teleconference), Sande, Kreun, Mayor Brown - 6; absent: Council Member Gershman - 1.

ELECT OFFICERS OF GROWTH FUND, JDA

The staff report from the director of Urban Development relating to election of officers was presented to the Authority. It was noted that the JDA annually elects a chairperson, vice chairperson and secretary/treasurer from the members. Current officers of the Authority are Hal Gershman, chair; Eliot Glassheim, vice chair; and Doug Christensen, secretary/treasurer.

Council Member Kreun moved that the current officers of the Authority be re-elected as officers of the Growth Fund, Jobs Development Authority. Council Member Bjerke seconded the motion. Carried 6 votes affirmative.

Council Member Christensen reported present.

APPROVE CONVEYANCE OF PROPERTY TO
PRAIRIE HARVEST MENTAL HEALTH

The staff report from the director of Urban Development relating to conveyance of property to Prairie Harvest Mental Health, with recommendation to authorize conveyance of the property described as the rear 103 feet of Lots 2 and 4, Block 13, Original Town of Grand Forks and execution of a project agreement with Prairie Harvest subject to review and approval by the city attorney.

It was moved by Council Member Kreun and seconded by Council Member Sande that this recommendation be approved. Carried 6 votes affirmative, Council Member Bjerke voting against the motion.

It was moved by Council Member Bjerke and seconded by Council Member Sande that we adjourn. Carried 7 votes affirmative.
