Motion: to approve the minutes of the November 23, 2010, meeting. (Sickels, Bures)

Red River Community Action Weatherization Program - Chris Loveless
2528 8th Avenue North, built 1954 – A weatherization grant will be used to install an egress window, three exterior doors and interior insulation. The house in not on the National Register and is not in a Historic District.
Motion: to concur with a determination of no historic properties affected by the proposed work at 2528 8th Avenue North. (Leach, Swisher)
Motion carries.
602 North 19th Street, built 1955 – A weatherization grant will be used to install two steel doors and interior insulation. The house in not on the National Register and is not in a Historic District.
Motion: to concur with a determination of no historic properties affected by the proposed work at 602 North 19th Street. (Sickels, Lien)

Grand Forks Energy Alliance
815 40th Avenue South, #155, built 1979 – The owner plans to use a federally subsidized loan to replace windows on the front (5) and side (2) with similar style and color, energy efficient, Low-E, argon-filled, double pane windows. The house in not on the National Register and is not in a Historic District.
Motion: to concur with a determination of no historic properties affected by the proposed work at 815 40th Avenue South, #155. (Bures, Leach)
Motion carries.
1430 South 17th Street, built 1961 – The owner plans to use a federally subsidized loan to increase insulation in attic and air seal attic, insulate rim joists in basement, and install new energy efficient, natural gas water heater. The house in not on the National Register and is not in a Historic District.
Motion: to concur with a determination of no historic properties affected by the proposed work at 1430 South 17th Street. (Swisher, Kloster)

Gunderson shared homemade krumkake in honor of the season.

Coordinator Report – Peg O’Leary
Synagogue Nomination – Steve Martens has written a final version of Section 7 for the nomination. This material required architectural expertise and Martens has provided an excellent draft. This is financed with funding originally designated for the Synagogue nomination but not earmarked for the Porter contract. Martens billed out at an agreed-upon hourly rate: 13 hours @ $53.00 per hour. Total: $689.00.
Motion: to authorize payment of $689.00 to Steve C. Martens for completion of Section 7 of the B’nai Israel Synagogue NRHP nomination. (Leach, Swisher)
Motion carries.
The Kegs NRHP Nomination – The nomination has been sent back to the contractor for further revision, especially to meet federal and state requirements for the summary paragraphs. Members agreed to set February 8, 2011 as the Public Hearing date for the Kegs Nomination. This will allow time to put the Kegs nomination on the April 29, 2011 agenda of the State Review Board. O’Leary will confirm the date with the contractor.
Donor Reports – Donated time reports were signed by the commissioners.
2011 Meeting Dates –
Motion: to continue to meet monthly on the second and fourth Tuesdays, except June, July, August and December when GFHPC will meet only on the second Tuesday of the month. (Sickels, Leach)

County Fairgrounds Grants – The County Fair Board has received two grants from the State Historical Society. One grant was used to upgrade electricals at the grandstand; the other will be used to return the interior of the administration building to its historic appearance.
Historic Covenants – The State has recently sent letters to owners of all historic properties having historic covenants, to remind them of their responsibilities with regard to material changes to the buildings.
604 N. 6th Street – Open House Thursday, Dec. 16 from 5 – 8 p.m.
