CITY OF GRAND FORKS - BOARD OF EQUALIZATION
Tuesday, April 9, 2002

The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the council chambers on Tuesday, April 9, 2002 at 7:00 p.m. with Mayor Brown presiding. Present at roll call were Council Member Bjerke - 1; absent : Council Members Brooks, Stevens, Hamerlik, Burke, Glassheim, Gershman, Lunak, Christensen, Klave, Kerian, Bakken, Kreun, Martinson - 13. (NOTE: Council Member Hamerlik had called and was available for the meeting over the teleconference system, however, he was not connected with system prior to the meeting.)

Mayor Brown called the meeting to order and asked that those who wished to address the Board to state their name and address for the record.

Mel Carsen, city assessor, stated they have before you a report as to what the responsibilities of the Board are, to equalize assessments, change assessments if they see fit; that tonight they would generally receive protests and those protests will be scheduled for a hearing date sometime in the near future and would come back to the full Board of Equalization. He stated has put together a comparison of 2001 and 2002 total valuation for the city that is a preliminary total, show an increase of 4.6% over last year.

Mayor Brown asked any citizens to come forward to present their written or oral protests to the Board of Equalization.

Moine R. Gates, 4998 South Pines Court, stated there are three identical properties, his neighbor and a neighbor to the south, and his document includes all of those three properties, new properties the end of last year, moved in and just got their tax assessments for 2002 and want to present their information to the committee. The addresses are as follows: 4998 South Pines Court; W. Gene Theroux, 4998 South Pines Court; and Harvey Gabbert, 5056 South Pines Court.

Paul Eggebraaten, Bemidji, MN, owner of All Reasons Self Storage at 3000 South 38th Street, stated that his assessment is higher than it should be and is double what actual was and would like to review details. Mr. Carsen stated he would like to meet with him and review the numbers.

The city auditor reported that a written letter had been submitted from Jeannie Allen of Wal-Mart Stores, Inc. , protesting their valuation.

Mayor Brown stated they would like to continue this meeting until Monday, April 15, 2002 and at that time set a date for hearings.

The meeting was continued to Monday, April 15, 2002 prior to the city council meeting.
