MINUTES
Grand Forks Civil Service Commission
November 11, 2010

Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:30 PM in the City Hall Council Chambers.  Commissioners, Bredemeier, Burlog, Nies and Vanyo were present.
APPROVAL OF MINUTES
Commissioner Bredemeier stated that there is a correction at the bottom of the second page in the Reassignment Register for Equipment Operator – Sanitation, where it has Commissioner Burlog’s name after Commissioner Vanyo’s name.  It should show that Commissioner Burlog seconded the motion.  It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to approve the October 14, 2010 regular meeting minutes as corrected.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
None

REASSIGNMENT REGISTER

Building Maintenance Worker
HR Director Hovland stated he is here as the Department Head for building maintenance at City Hall and recommended placing both names on the Register.  It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the Building maintenance Worker cutoff at 88.5.
All approved, motion carried.

SELECTION CRITERIA CHANGE

Deputy Fire Chief
Fire Battalion Chief
Mr. Hovland stated that this change is basically for the Fire Battalion Chief and it would also include the Deputy Fire Chief, because it is directly above the Battalion Chief.  Fire Chief O’Neill is requesting the change to implement an assessment center when selecting a Fire Battalion Chief.  Chief O’Neill is here to answer any questions.  Chief O’Neill read the current criteria and stated the department would like to combine the 30 point assessment center and the 30 point interview panel into a 60 point assessment center.  Chief O’Neill stated that Darren Schimke president of Firefighters local 242 was involved in the change.  Chief O’Neill stated there would be some interview process in the 60 points, but wanted some additional flexibility in putting together the complete assessment center.  The department is hoping to use Commissioners, Department Heads, other Fire Chiefs, and additional emergency responders in the assessment center process.  The department has one Battalion Chief already turned in his retirement paperwork and there could possibly be another Battalion Chief next year.  Commissioner Burlog questioned whether the criteria would be standard for all the Battalion Chiefs.  Chief O’Neill stated he envisions an assessment center like when he was hired with different interviewers for each of the stations.  Darren Schimke stated that he would like to echo what the Chief O’Neill said, in that Local 242 does support this change.  It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approve the changes to the selection criteria.  
 All approved, motion carried.

ADJOURNMENT

It was moved by Commissioner Vanyo and seconded by Commissioner Burlog to adjourn the November 11, 2010 regular meeting. The meeting was adjourned at approximately 3:42 PM.
