Minutes of the Grand Forks City Council/Board of Equalization

The city council of the city of Grand Forks, ND was called to meet as the Board of Equalization in the council chambers on Monday, May 18, 2009 at 5:30 p.m. with Mayor Brown presiding. Present at roll call were Council Members Bjerke, Glassheim, Gershman, Bakken (teleconf.), Kreun - 5; absent: Council Members McNamara, Christensen - 2.

CONSIDERATION OF PROTEST OF ASSESSOR'S VALUES

Mel Carsen, city assessor, reported that two weeks ago they received protests on several properties in front of the Board of Equalization, that he has checked those properties with the exception of item 3, no new information on that item, recommendations are listed on the report, and all the owners accepted their recommendation.

The staff report from the city assessor relating to recommendations on protests received by their office, with the recommended action:

1) Protest filed by Brett Harrington, International Appraisal Company on behalf of Grand Forks Herald, Inc.: A) 375 - 2nd Avenue North - has been withdrawn by Mr. Harrington - Uphold true and full value of $2,670,900; B) 202 North 4th Street - has been withdrawn by Mr. Harrington - Uphold assessor's true and full value of $54,000; C) 1150 South 46th Street - reduce assessor's true and full value from $3,798,000 to $3,231,000.

2) Protest filed b Rick Ziegelman on property owned by Z2 Properties, LLP 0- 2220 4th Avenue North - Reduce assessor's true and full value from $136,300 to $128,100.

3) Protest filed by Russ Melland, Camrud Maddock Olson & Larson, LTD on behalf of the following property owners. Appealing the denial of tax exempt status of the following:
A) Oak Manor, 710 4th Avenue South - Disapprove exemption request.
B) Cherry Heights, 110 Cherry Street - Disapprove exemption request.
C) LaGrave Place, 810 4th Avenue South - Disapprove exemption request.
D) Continental Homes, 1800 Continental Drive - Disapprove exemption request.
E) Homestead Place, 1639 24th Avenue South - Disapprove exemption request.
F) MDI-Riverside Manor, 813 Lewis Blvd. - Disapprove exemption request.
G) Faith & Hope Westwood Apartments, 2500 14th Avenue S. - Disapprove exemption request.
H) 12 residential lots owned by Terzetto Village - Disapprove exemption request.
I) GFH Supportive Housing, LLC, 4812 6th Avenue North - Disapprove exemption request.

4) Protest filed by Jay Carlson on property at 1816 6th Avenue North - Reduce assessor's true and full value from $101,900 to $78,600.

5) Protest filed by Anthony Mitzell on property at 708 North 5th Street - Uphold assessor's true and full value of $77,000.

Mayor Brown opened the public hearing, there were no comments and the hearing was closed.

It was moved by Council Member Gershman and seconded by Council Member Glassheim to accept the recommendations as listed by the assessor's office. Carried 5 votes affirmative.

CERTIFY ASSESSMENTS TO COUNTY AUDITOR
It was moved by Council Member Gershman and seconded by Council Member Glassheim that the tax rolls as presented by the city assessor and equalized by the Board of Equalization are certified to the county auditor, Grand Forks County, North Dakota.

Upon call for the question and upon roll call vote, the following voted "aye": Council Members Bjerke, Glassheim, Gershman, Bakken, Kreun - 5; voting "nay": none. Mayor Brown declared the motion carried and the assessments certified.

ADJOURN

It was moved by Council Member Gershman and seconded by Council Member Kreun that we adjourn. Carried 5 votes affirmative.
