MINUTES
Grand Forks Civil Service Commission
October 14, 2010

Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:30 PM in the City Hall, Council Chambers.  Commissioners, Bredemeier, Burlog and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the September 9, 2010 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
Mr. Bergquist stated that there is one addition to the agenda, which is the Equipment Operator – Sanitation Reassignment Register.  

ELIGIBILITY REGISTERS

Equipment Operator – Sanitation
Mr. Bergquist stated that it is the recommendation of the department to cut at 70.739.  Chairman MacGregor stated this is the report with 12 applicants on it.  Mr. Bergquist stated it was.  Mr. Feland stated the department currently has one position open and a possibly up to three in the next year.  It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to approve the Equipment Operator – Sanitation Eligibility Register cutoff be at 70.739.
All approved, motion carried.

Water Service Worker
Mr. Feland stated that the department will probably have two openings in the next year with one currently open.  The department is recommending including all four candidates on the Register.  Mr. Bergquist stated that this is a supplemental register to be combined with the current Register that has two names on it.  We will be adding the four candidates to the existing Register by merging the scores.  Chairman MacGregor stated that would give you six candidates for the combined Register.  It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the Water Service Worker Eligibility Supplemental Register cutoff be at 71.666.
All approved, motion carried.

REASSIGNMENT REGISTER

Equipment Operator, Sr. – Sanitation
Mr. Bergquist stated that the department has requested putting all the names on the Register.  There is currently one opening and if approved there could be several more next year.  Mr. Feland stated that the department did get in the budget five additional Senior Equipment Operators as part of a promotional opportunity.  Mr. Feland added that they did not increase that number of employees, we just moved some Equipment Operators to Equipment Operator Seniors. It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the Equipment Operator Sr. – Sanitation cutoff at 73.025.
All approved, motion carried.

Mr. Feland stated that the department has had this position budgeted for the last two years and with filling this position it will follow all the operator series for Public Works.  Mr. Feland stated that there were four representatives from Public Works, Hazel Sletten, Mark Aubol, LeahRae Amundson and myself along with LeRoy Bergquist from HR. Commissioner Burlog questioned whether both candidates were from within the City.  Mr. Feland that both candidates were and they were bothfrom Central Garage.  Chairman MacGregor questioned how many names need to go to the Mayor on a Reassignment Register.  Mr. Bergquist stated only one name is required.  It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to approve the Fleet Maintenance Mechanic, Lead cutoff at 81.625.
All approved, motion carried.

Equipment Operator – Sanitation
Mr. Bergquist stated that this is an internal register that has just one candidate on it.  The external register for this position has already been approved.  This internal Reassignment Register would be the first one hired from and the department does currently have an opening.  The department has requested establishing the Register since the score is 87.326.  It was moved by Commissioner Vanyo and seconded by Commissioner Burlog to approve the Equipment Operator - Sanitation cutoff at 87.326.
All approved, motion carried.

Eligibility of Non-Classified Employee to apply for Classified Position per 6-0513(1)

Mr. Bergquist stated that we have received a letter from a seasonal employee that currently works in the maintenance area of City Hall  who would like to be considered as a classified employee for applying for the position in this area. This employee has been with the City for two years working in City Hall and also cleans once a week at the Municipal Court. Chairman MacGregor stated that this applicant would be an internal candidate and forwarded along with any other internal candidates for the position.  It was moved by Commissioner Burlog and it was seconded by Commissioner Bredemeier to allow the applicant to compete as an internal candidate.  
All approved, motion carried

Chairman MacGregor stated as a refresher, next month the commission will be meeting on the Wednesday before the second Thursday because of Veterans Day on that Thursday.  Wednesday November tenth.

ADJOURNMENT

It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to adjourn the October 14, 2010 regular meeting. The meeting was adjourned at approximately 3:43 PM.
