MINUTES
Grand Forks Civil Service Commission
June 10, 2010

Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:32 PM in the City Hall, Council Chambers.  Commissioners, Bredemeier, Burlog, Nies and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Burlog and seconded by Commissioner Nies to approve the May 13, 2010 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
Chairman MacGregor stated that there are two items to add to the agenda and he recommended that they be placed in the regular order of business.  The items are a Reassignment register for Firefighter and an Eligibility register for Firefighter.  

REASSIGNMENT REGISTERS

Firefighter, Sr.
Chief O’Neill stated his recommendation was to place all the candidates on the Reassignment Register.  Chief O’Neill mentioned that all five candidates are very qualified and he would be pleased to promote any of them.  It was moved by Commissioner Vanyo and seconded by Commissioner Burlog to approve the cutoff at 57.989%.
All approved, motion carried.

Chief O’Neill stated that there is some variance in the scores here from an 82 to a 62, but in many cases it is due to their seniority and length service in the department.  The Chief also stated that he is pleased with all six candidates and would ask to put all six on the register.  Commissioner Vanyo asked if the register would be good for the next year.  Chief O’Neill stated it was.  Commissioner MacGregor inquired as to how many positions might open during the next year.  Chief O’Neill stated that there might be up to three openings.  It was moved by Commissioner Vanyo and seconded by Commissioner Nies to approve the Fire Captain Reassignment Register at 62.528%.
All approved, motion carried.

Chief O’Neill thanked the Commission and HR for their time in the interview process.

ELIGIBILITY REGISTER

Firefighter
Chief O’Neill stated that it was his pleasure to have the union involved with the interviews  on these candidates along with Carol from HR.  The Chief stated that it was another nice group of individuals that want to be firefighters and it was a pleasure to interview the thirteen candidates.   The Chief also stated that we have the potential to hire three or four firefighter in the coming year and because of that I would like to put more people on than normal.  Chief O’Neill recommended the cut be at 65.68, which would place eight on the Eligibility Register.  It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to approve the Firefighter Eligibility Register at 65.680%.

REASSIGNMENT REGISTERS

Firefighter
Chief O’Neill stated that the department has the distinct privilege of having a Police Officer want to become a firefighter.  The Chief stated that Corporal Rowan has worked very hard, has taken very seriously the process and the department would be pleased to have him placed on the Reassignment Register.  It was moved by Commissioner Nies and seconded by Commissioner Vanyo to approve the one candidate for the Firefighter Reassignment Register at 79.017%.
All approved, motion carried.

ELIGIBILITY REGISTER

Police Records Specialist
Mr. Bergquist stated that Lieutenant Ferguson is here to address any questions.  Lieutenant Ferguson stated the department has one current opening so making the cut off at 72.00% would be logical.  Chairman MacGregor stated that would put five candidates on the register. It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to approve the Police Records Specialist in the Police department at 72.000%.
All approved, motion carried.

Wastewater/Stormwater Service Worker (Exam cutoff)
Mr. Bergquist stated that Mr. Kresel is here to address questions.  Mr. Kresel stated that they would like to put the cutoff at 80%, which would give us twelve candidates plus the two internal candidates.  Chairman MacGregor questioned whether this was strictly from a written test at this point.  Mr. Kresel stated it was.  It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to approve the exam cutoff for Wastewater/Stormwater Service Worker at 80.000%.
All approved, motion carried.

Equipment Operator – Streets  (Exam cutoff)
Mr. Bergquist stated that Mr. Aubol is here from the Street department to address any questions.  Mr. Bergquist stated that in talking with Public Works Director Feland, he was looking at 70% for a cutoff.  Mr. Aubol stated that this process is to supplement the current register.  Mr. Bergquist stated that the current register only has two names on it.  It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the cutoff for the Equipment Operator in the Street department at 70.000%.
All approved, motion carried.

REEMPLOYMENT REGISTER

Mr. Bergquist stated that a Civil Engineering Technician, Lisa Klein, has requested to be place on the Reemployment Register and that all the paperwork has been approved in a timely manner.  It was moved by Commissioner Bredemeier and it was seconded by Commissioner Burlog to put Lisa Klein on the Reemployment register.
All approved, motion carried.

Extension of Police Sergeant’s Reassignment Register

Mr. Bergquist stated that there are two registers that are coming up for extension and each should be voted on separately.  The last two sheets in the agenda packet are the concurrence by Police Chief Packett and the request by the department to extend the two registers.   The department has a Lieutenant that is just returning from duty overseas and the department will be retaining the temporarily promoted Lieutenant and Sergeant until the end of the year.  The department would like to extend the registers from which the temporarily promoted individuals were assigned for one more year.  It was moved by Commissioner Burlog and it was seconded by Commissioner Bredemeier to extend on the Sergeant’s Reassignment register.
All approved, motion carried.

 
Extension of Police Lieutenant’s Reassignment Register

Chairman MacGregor stated that the Lieutenant’s Reassignment extension is the same thing except there is a different extension date.   It was moved by Commissioner Nies and it was seconded by Commissioner Vanyo to extend on the Lieutenant’s Reassignment register.
All approved, motion carried.



ADJOURNMENT

It was moved by Commissioner Burlog and seconded by Commissioner Vanyo to adjourn the June 10, 2010 regular meeting. The meeting was adjourned at approximately 3:50 PM.
