MINUTES
Grand Forks Civil Service Commission
October 8, 2009

Chairman Bredemeier called the Grand Forks Civil Service Commission meeting to order at approximately 3:30 PM in the City Hall, Council Chambers.  Commissioners Johnson, Macgregor, Nies and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Johnson to approve the October 8, 2009 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
Director Hovland requested an addition of a Reassignment Register for Water Service Worker, Lead.  Mr. Hovland recommended it be put after the Community Service Officer. It was moved by Commissioner Nies and it was seconded by Commissioner MacGregor.
All approved, motion carried  

REASSIGNMENT REGISTERS

Community Service Officer
Mr. Hovland stated that this was an internal posting and there were four candidates.  Lt. Ferguson was present to address any questions.  Commissioner Nies asked what duties a Community Service Officer performs.  Lt. Ferguson reviewed the four areas of the position; animal control, parking control, bailiff duties, and property/evidence.  Discussion was held.  It was moved by Commissioner Nies and it was seconded by Commissioner Vanyo to establish the cutoff for the Community Service Officer Reassignment Register at 71.0%.
All approved, motion carried.

Water Service Worker, Lead
Mr. Hovland stated that this was an internal posting and there were four candidates and the recommendation is to cut off at 100%.  Hazel Fetters-Sletten was present to address any questions and explained that there is a meter division and distribution division.  The department is moving toward having the leads rotate through both divisions.  Some of the candidates have not had the opportunity to work in both yet. The one candidate who scored 100% has worked in both.  Ms. Fetters-Sletten stated that they will be cross training going forward.  Commissioner MacGregor asked about the candidates technical background  and Ms. Fetters-Sletten replied that technically they didn’t have the background.  Commissioner Johnson asked about practical test or exam points.  Ms. Fetters-Sletten stated that for this position we don’t do an exam.  Discussion was held.  It was moved by Commissioner Nies and it was seconded by Commissioner MacGregor to establish the cutoff for the Water Service Worker, Lead Reassignment Register at 100.0%.
All approved, motion carried.

ELIGIBILITY REGISTER

Regional Environmental Health Specialist, Sr.
Mr. Hovland stated that Tim Haak, who was recently promoted to the Environmental Supervisor was present to address any questions.  Commissioner Nies asked what duties a Regional Environmental Health Specialist, Sr. does.  Mr. Haak stated that the position performs a wide variety of duties including dealing with emergency preparedness response requirements for Public Health in a five county area, but also environmental health issues that come up in that same area.  Mr. Haak recommended that  the top four be placed on the register.  Discussion was held.  It was moved by Commissioner Johnson and it was seconded by Commissioner Nies to establish the cutoff for the Regional Environmental Health Specialist, Sr. Eligibility Register at 88.0%.
All approved, motion carried.

Mr. Hovland stated there is an additional item that Mr. Johnson’s term expires at the end of the month.  From HR’s and the Mayor’s standpoint we would like Mr. Johnson to consider being reappointed for another term.  Mr. Johnson stated that he will be gone during the winter months and probably should not be reappointed for another term.  Mr. Johnson stated that it has been a neat deal, real interesting and I have enjoyed it and I better sign off.  Discussion was held on what segment that Mr. Johnson represents and it was determined he is a general public representative.  HR will request the Mayor’s Office to start a search.  Mr. Hovland stated that he would miss Mr. Johnson and the knowledge he brought to the Commission.  


ADJOURNMENT
It was moved by Commissioner Johnson and seconded to adjourn the October 5, 2009 regular meeting. The meeting was adjourned at approximately 3:50 PM.
