MINUTES
Grand Forks Civil Service Commission
November 13, 2008
Chairman Johnson called the Grand Forks Civil Service Commission to order at approximately 3:33PM in City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Johnson, MacGregor and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner Nies and seconded by Commissioner MacGregor to approve the October 9, 2008 regular meeting minutes.
All approved, motion carried.
ELIGIBILITY REGISTERS
Fleet Maintenance Mechanic
Due to PW Director Feland’s being unable to attend, HR Director Hovland relayed that there could possibly be 2 openings and it is his request to cut off the register at 5 applicants to be able to fill the 2 positions. Commissioner Macgregor recommended going with the 6
th
applicant, because the points were so close. Discussion was held. It was moved by Commissioner Macgregor and seconded by Commissioner Nies to establish the cutoff for the Fleet Maintenance Mechanic Eligibility register at 68.428%.

Establish Selection Criteria
Greenway Specialist
HR Director Hovland stated that this position is being brought into the classified system from Project Grant status for 2009 Salary Plan. He recommended the selection criteria be established similar to most positions at 75% department and 25% HR. It was moved by Commissioner Macgregor and seconded by Commissioner Bredemeier to establish the selection criteria at 75% department and 25% HR.
All approved, motion carried.
Program Compliance Officer
HR Director Hovland stated that this position is a change from the current Community Development Specialist due to a restructuring in Urban Development. This is being brought into the 2009 Salary Plan as a new title, so we are requesting the selection criteria be established at 75% department and 25% HR. It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to establish the selection criteria at 75% department and 25% HR.
All approved, motion carried.
Selection Criteria Revision
Police Sergeant
HR Director Hovland stated that Lt. Ferguson pointed out in the 2004 version of the selection criteria the sentence that says “No changes to the promotional system within one year of the announcement of an examination”. We would like to delete that and change the criteria to read “No changes to the testing process may take place after the promotional announcement has been posted”. Commissioner MacGregor asked if it has posed any problems. Lt. Ferguson responded that it is somewhat restrictive if they want to add or change the process. It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to delete and add the discussed wording changes.
All approved, motion carried.
Eligibility of Non-Classified Employees
To apply for Classified Position
Kim Greendahl
HR Director Hovland stated that Kim Greendahl had been a contracted employee with the City and it has been past practice to allow these individuals to compete in the classified system. The department head Todd Feland has sent an E-mail requesting this and it is our recommendation she should be allowed to compete. Commissioner MacGregor asked if she would allowed to compete as an internal applicant and Director Hovland said yes. It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to approve the eligibility.
All approved, motion carried.
REEMPLOYMENT REGISTER
Electronics Technician - Jeff Payne
It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to approve the request of Jeff Payne to be placed on the Reemployment Register for one year.
All approved, motion carried.
Establish New Hearing Date for Hearing
HR Director Hovland stated the Commission had granted the continuance of the hearing originally set for November 20, 2008. The attorney for the employee is unavailable the 1
st
through the 12
th
of December, so it is the request of Mr. Fischer and Mr. Swanson and Mr. Geiermann to look at the week of December 15
th
. Commissioner Nies suggested Monday December 15
th
. It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to set the hearing for Monday December 15, 2008 at 9:00 AM.
All approved, motion carried.
HR Director Hovland added that Commissioner Bredemeier has been reappointed for another three year term.
ADJOURNMENT
It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to adjourn the November 13, 2008 regular meeting. The meeting was adjourned at approximately 3:46PM.
