MINUTES
Grand Forks Civil Service Commission
September 11, 2008

Chairman Johnson called the Grand Forks Civil Service Commission to order at approximately 3:34PM in City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Johnson and MacGregor were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to approve the August 14, 2008 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS
1.  Correction to Public Health Nurse Eligibility Register – This is a supplement to the existing register not a new register.
2.  Reemployment Register will be deleted.
It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to approve the changes.
All approved, motion carried.

REASSIGNMENT REGISTERS

911 Dispatcher
PSAP Director Morken explained that this register is a reassignment register due to the fact that the employee is currently a Team Leader at PSAP and wished to go back to being a 911 Dispatcher to get off the night schedule, which she has been on for a considerable time.  Mr. Morken informed the Commissioners that the employee has done and continues to do an excellent job as a Team Leader and is a dedicated employee.  Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to establish the cutoff for the 911 Dispatcher Reassignment register at 100.0%.

911 Team Leader
Discussion was held.  It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to establish the cutoff for the 911 Team Leader Reassignment register at 77.5%.

ELIGIBILITY REGISTER

911 Dispatcher

Commissioner MacGregor asked Director Morken if they were still getting quite a bit of turnover in that position.  Director Morken said, because of the work that HR has done and the work that we have done internally with our training coordinator, we are not seeing the large turnover as in the past.  Discussion was held.  It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to establish the cutoff for the 911 Dispatcher Eligibility register at 83.0%.

Director Morken thanked the Commission and HR for their work.  The question related to the turnover and how things are going, he said “I do think it says a lot for what HR has done to help us out and also what our training system over the years we’ve improved it and continue to improve it and I want to thank you for your work to that you have done over the years”.  Commissioner Johnson asked about having a backup person to fill in, rather than putting stress and strain someone doing double shifts, is that a possibility?  Director Morken stated that they have discussed the possibility, but things have changed so much and the technology has changed that you need a full time person that continues to be trained and know the day to day operation.  If the part time person isn’t available all the time they would lose some of the skills needed to be a 911 dispatcher and they would still need to keep current on their certificates.  At this point we are still looking at full time people.  We have several good long term people with over 20 years in, a large number in between there and now we are getting some newer staff.  With this mixture hopefully we will not see the big fluctuation like we did for a while.

Public Health Nurse
Deb Swanson from Public Health Department stated they need at least 5 candidates, because they are supplementing the register only 4 months after it was established due to salary negotiations for the positions.  Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to establish the cutoff for the Public Health Nurse Eligibility register at 76.0%.

Discussion was held.  It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to establish the cutoff for the Office Specialist, Sr. - Fire Eligibility register at 73.0%.

Equipment Operator  (Exam Cutoff)
Discussion was held.  It was moved by Commissioner Bredemeier
and seconded by Commissioner MacGregor to establish the cutoff for the Equipment Operator exam at 70.0%.
All approved, motion carried.

REEMPLOYMENT REGISTER

Informational Item
HR Director Hovland informed the Commissioners of the Mayors decision to terminate the employment of the Probationary employee in Urban Development per City Code.


HR Director Hovland introduced the new HR representative of the Police department, Lt. Ferguson to the Commissioners.
ADJOURNMENT
It was moved by Commissioner Burlog and seconded by Commissioner Bredemeier to adjourn the September 11, 2008 regular meeting. The meeting was adjourned at approximately 3:54PM.
