MINUTES
Grand Forks Civil Service Commission
March 10, 2011 rescheduled meeting

Chairman Vanyo called the Grand Forks Civil Service Commission meeting to order at 3:30 PM in the City Hall Council Chambers.  Commissioners, Bredemeier, Burlog, MacGregor, and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to approve the February 17, 2011 rescheduled meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS

HR Director Hovland stated that the Firefighter (Exam cutoff) should be added to the Agenda and that Chief O’Neill hasn’t missed a meeting in the 16 years Mr. Hovland has been here.  It was moved by Commissioner Nies and seconded by Commissioner Burlog to approve the addition of the Firefighter (Exam cutoff) to the Agenda.
All approved, motion carried.

Commissioner MacGregor made the comment for the record that he has seen Chief O’Neill more often than he has seen Director Hovland.
ELIGIBILITY REGISTER - ADDITION

Firefighter (Exam cutoff)
Chief O’Neill stated that there is a break around 73.333%, which would be interviewing 24 candidates.   This is quite a few, but it gives us the opportunity to look at several different folks.  The most important thing we do in the department is hiring new employees, because they are going to be the future.  These candidates will still have to go through the CPAT physical agility testing and if they pass that, then they will go to the interview process.  Commissioner MacGregor questioned the number that make it through the CPAT test.  Chief O’Neill stated that we will probably lose 5 or 6 candidates.  Commissioner MacGregor questioned the number of possible hires from this group.  Chief O’Neill stated approximately 2 to 3 candidates.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the Firefighter (Exam cutoff) at 73.333%.
All approved, motion carried.

REASSIGNMENT REGISTER

Fire Apparatus Specialist
Chief O’Neill stated that this is an excellent group of firefighters and I expect to promote 2 to 3 at the most.  Chief O’Neill stated that he would be comfortable to cutoff at six or leave them all on depending on what the Commission would feel.  Commissioner Burlog stated that there is a break at 67.391, which would put 6 on the Register.  It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to approve the Fire Apparatus Specialist Resassignment Register at 67.391.
All approved, motion carried.

Commissioner MacGregor stated that he was fortunate to sit in on the interviews for Fire Apparatus Specialist and they were all excellent candidates and dedicated folks.  
 
Public Health Team Leader
Public Health Director Shields stated that both the candidates on here were equally well qualified and would be pleased to have them on the register.  Also, since they are currently employed with the City, what this would do is open a vacancy for a Public Health Nurse.  It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the Public Health Team Leader Resassignment Register at 89.000%.
All approved, motion carried.

ELIGIBILITY REGISTER

Equipment Operator - Streets (Exam cutoff)
HR Director Hovland stated that Mr. Feland is here to answer any questions.  Mr. Feland stated that they are looking to establish an Eligibility Register and typically in any given year we lose 2or 3 employees.  Generally we cut at 70% on a test.  At 70% we have twelve candidates, which seems to be an appropriate number.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to cut the Equipment Operator Exam at 70.000%.
All approved, motion carried.

Fleet Maintenance Mechanic (Exam cutoff)
Mr. Feland stated that he recommends cutting at 70%.  This would give us three candidates and the department has one position to fill.  It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to cut the Fleet Maintenance Mechanic Exam at 70.000%.
All approved, motion carried.
Police Officer (Exam cutoff)
HR Director Hovland stated that Lt. Ferguson is here to answer any questions.  Lt. Ferguson stated the department’s recommendation would be to cut at 90% on the test, which allows eighteen candidates to go forward.  Commissioner Nies questioned whether they could do 89% since there is a nice gap below 89%.  Lt. Ferguson stated yes they could do one more.  Commissioner Burlog questioned what the number of possible hires would be this year.  Lt. Ferguson stated that it would be later in the year if any.  It was moved by Commissioner Nies and seconded by Commissioner Burlog to cut the Police Officer Exam at 89.000%.
All approved, motion carried.

ADJOURNMENT

It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to adjourn the March 10, 2011 scheduled meeting. The meeting was adjourned at approximately 3:45 PM.
