MINUTES
Grand Forks Civil Service Commission
November 8, 2007
Chairperson Bredemeier called the Grand Forks Civil Service Commission to order at approximately 3:30PM in City Hall, Room A101. Commissioners, Burlog, Bredemeier, MacGregor, and Nies were present. Commissioners Johnson was absent.
APPROVAL OF MINUTES
It was moved by Commissioner Nies and seconded by Commissioner MacGregor to approve the September 13, 2007 regular meeting minutes as presented. All approved, motion carried.
CHANGES/ADDITIONS
Selection Criteria update – Water Service Worker  Correction of omitted exam portion.

It was recommended the commission include this with the other Selection Criteria item as the last item of the meeting.

ELIGIBILITY REGISTER
None presented

REASSIGNMENT REGISTERS

Civil Engineering Technician
A recommendation was read by LeRoy Bergquist from the HR Director and the City Engineer based on code section 6-0513(4), to go with an Eligibility Register in December after reviewing the internal applicant’s qualifications and interview.  Discussion was held about the qualifications for the register and whether he should be placed in the Eligibility pool based on his qualifications.  It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to decline to establish a Reassignment register based on information from the department as to the qualifications of the applicant.  Commissioner MacGregor suggested the commissions concerns about handling internal applicants be passed on to the department.
All approve, motion carried.




SELECTION CRITERIA
911 Center Supervisor
The recommendation was submitted to advertise this new position for 2008 only internally within the department, based on the qualifications established by the job description.  A discussion was held on restricting the advertising to the department thus limiting the pool of candidates.  It was moved by Commissioner MacGregor and seconded by Commissioner Nies to recommend approval with the change in the experience from the wording “including” to “preferred” two years as a Team Leader within the GF PSAP in the 911 Center Supervisor job description.
All approved, motion carried.
Water Service Worker
The Selection Criteria which was approved at the October meeting was incorrectly listed without the exam portion of the Criteria.  The Criteria should read as follows:
Exam – 25 Points
Interview Department – 50 points
Interview HR – 25 points
It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to approve the correction to the approved Selection Criteria.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to adjourn the November 8, 2007 regular meeting. The meeting was adjourned at approximately 4:00PM.
