Minutes of Grand Forks City Council/Committee of the Whole
Monday, April 28, 2008 - 5:30 p.m._________________ __
The City Council met as the Committee of the Whole in special meeting on Monday, April 28, 2008 at 5:30 p.m. in the Council Chambers in City Hall with Mayor Brown presiding. Present at roll call were Council Members Hutchison, McNamara, Glassheim, Gershman, Kreun - 6; absent: Council Member Bakken - 1.
Mayor Brown commented on various items during the past week and upcoming events:
Spring is actually here despite what we saw this past weekend and first sign of spring is spring cleanup which starts Saturday with electronics recycling at SuperOne Foods from 10:00 a.m. until 1:00 p.m. For cleanup week put your items for pickup with your garbage on regular pickup date at 7:00 a.m..
This Saturday wants to invite community to the Greenway Sunbeam trail access point off of Belmont and 38th Avenue for community tree planting, that with generous assistance of Xcel Energy and coordination of our Greenway staff hundreds of trees will be planted on the Greenway. Tree planting will be from 9:00 a.m. to 12:00 - bring gloves and a shovel.
Our community kicked off the Million Hour Challenge this Thursday and working to generate volunteers and opportunities for organizations and volunteers to get together, and giving a million hours back to our community from May 1 until April 30 next year. Already see community members stepping up from UND, Altru, United Way, YMCA and the School System to be a part of way to generate volunteers. Tomorrow night at 7:00 in the Altru building is the fourth of five townhall meetings on the issue of underage drinking and Its Not Okay campaign to support our community members to do the right thing as far as protecting our children.

6. MAYOR AND COUNCIL MEMBER COMMENTS
1) Council Member Christensen stated in reference to the information on redevelopment of homes in the 1400 blocks of Walnut and Chestnut, that there were 8 lots for sale and 5 lots were sold, and asked what was plan for the lots that were not sold. Meredith Richards, urban development, stated that assuming council awards the 5 lots based on recommendation of the Review Committee, that proposals will be accepted on the 3 remaining lots on a first come, first review basis and leave as an open ended RFP, minimum for acceptance will $27,500, and will be asking for plans and specs. for the home. After a proposal is received they will convene the Review Committee and rather than being a competitive bid, just if meets the minimum requirements and if so their recommendation would be to award and would come back to the council. There are 2 lots in the 3800 block of Belmont and 1 at 2801 Olson Drive and ads will be run this week and signs put up in the yards, looking at a deadline at the end of May; bids will be put in with auction. Minimum bids will be based on the city assessor's assessment of current market value.

It was moved by Council Member Glassheim and seconded by Council Member Gershman that we adjourn. Carried 6 votes affirmative.
