Gunderson called the meeting to order at 7:00 p.m.; a quorum was present.

Motion: to approve the minutes of the Nov. 25, 2008, meeting as presented.

Red River Valley Community Action - Pulled

Chair Report – Marsha Gunderson
312 Kittson Avenue – The building owners want to renovate the building to use the second floor, currently an apartment, as commercial seating for their restaurant and adapt the roof for summer seating and bar patrons. There are several safety code concerns with this plan as well as concerns the Commission may have for the historic integrity of this NRHP listed building. A meeting of city personnel, HPC representatives, and the owners will be held on Wednesday, Dec. 17, to review options.

Coordinator Report – Peg O’Leary
Street Signs for Historic Districts – The signs denoting the presence of an historic district will cost an average of $77.50 each. Mark Aubol, Public Works Street Superintendent, is procuring the signs and his department will install them. At this time, $3,100 is due on this project.
Motion: to authorize payment of $3,100 to Grand Forks Public Works in partial payment for historic district signage. (Slater, Paul)
Motion carries.
Financial Report – The FY07 state grant has been fully expended and reimbursed. A reimbursement request has been submitted for the first eight months of the FY08 state grant. With the payment to Public Works, the Grand Forks city allotment will be fully expended for FY08.
Barnes and Noble/UND Bookstore – O’Leary reported that she visited with Rick Tonder about the Science Hall (Old Science) architectural elements that are currently located in the Bookstore. Tonder said, “Those are sacred.” They will remain where they are regardless of Bookstore management.
Grand Forks Historic Preservation Web Site (http://gfpreservation.com) – O’Leary has added updates to various pages on the web site.

Other Business
Grand Forks Public Library – Iseminger questioned whether there is new information about the proposed library expansion/relocation. Benoit serves on the expansion committee; she reported that the public comment meeting seems to have supported library staff contentions that the existing building is too small and won’t accommodate the expanding technological and volume storage needs of the library. Committee meetings are all open to the public and input would be welcome at any time. Commissioners expressed concern for users from the northern areas of town if the library moves even farther south and wondered how the architectural artifacts from the downtown Carnegie Library would be handled if the library relocates. They also questioned whether a study of user demographics has been conducted and what that indicates about the geographic dispersion of users.
