Land-Use Subcommittee – Jan. 4, 2008

Attending: Dr. Andrei Kirileuko, Brad Gengler, Ryan Brooks, Pete Haga

Discussion:
Mr. Gengler gave a brief presentation on the City of Grand Forks’ Land Use Plan, how it is used in the planning purposes and how it is structured.

Discussion on issues of land-use included density and design standards for Sustainable Growth.

Discussion on the lack of residential proximity to shopping (primarily grocery) and the issue of accessible transportation. Questions on how to combat this problem related to 1) Existing neighborhoods and 2) Planning for new neighborhoods.

Discussed the fact students have free use of public transportation (through contract/agreement between city and student government) but still not accessible enough that students use it much. Discussed the idea of a survey of UND students on the accessibility and familiarity of the public transportation in the city to better determine future actions.

Actions:
The committee requested two specific actions at this time:
1) Committee members will research the land-use codes of other communities to identify codes and policies implemented in other communities that demonstrate sustainable land use and bring those forward.
2) City planning staff will extract “sustainable-related” land-use codes and policies in existing land use code to provide what is currently being done and where action may be taken.
