MINUTES
Grand Forks Civil Service Commission
January 8, 2009

Chairman Johnson called the Grand Forks Civil Service Commission to order at approximately 3:32PM in City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, MacGregor and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner Nies and seconded by Commissioner Burlog to approve the December 11, 2008 regular meeting minutes.
All approved, motion carried.
REASSIGNMENT REGISTERS

Police Sergeant
Lt. Ferguson recommended that all 9 candidates go forward because of a potential 4 to 5 openings throughout next year.   Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier with the comments that she was part of the interview panel and they were all excellent candidates to establish the cutoff for the Police Sergeant Reassignment Register at 70.211%.

Fire Apparatus Specialist
Deputy Chief Flermoen was presented and recommended the cutoff be set with the break after the fourth candidate.  Discussion was held.  It was moved by Commissioner Macgregor who was on the interview panel for the FAS and he stated all candidates were very good which made the discussion hard.  It was seconded by Commissioner Bredemeier to establish the cutoff for the Fire Apparatus Specialist Reassignment Register at 64.915%.

REEMPLOYMENT REGISTER
Electrical Technician – Russell Swallow
It was moved by Commissioner Nies and seconded by Commissioner Burlog to approve the request of Russell Swallow to be placed on the Reemployment Register for one year.
All approved, motion carried.

INFORMATIONAL ITEM
Notice of Layoff (6-1003) Urban Development
Mr. Bergquist explained that this is an informational item and due to reorganization in Urban Development, Mayor Brown has laid off a person in the office of Urban Development.  They have two positions that were combined into one position.  Commissioner MacGregor asked if there was a process to determine which employee is selected.  Mr. Bergquist explained the commission set the register for the new position last meeting which had been opened up for all applicants. Both employees, whose positions were going away, applied for the new position in addition to another employee in that department.  One person was hired and the other was laid off by this notice.  According to City code the Mayor is required to notify the Commission.  Commissioner MacGregor asked if the person laid off has access to internal consideration for City jobs.  Mr. Bergquist responded that they did not.  Commissioner MacGregor clarified that they would be only considered as an external candidate.  Commissioner Burlog asked about the Reemployment register as a possibility and Mr. Bergquist responded that the Reemployment register is only applicable for reemployment in the same position the employee left, which is no longer there.  Commissioner Nies stated that we might want to look at the policy of not having someone in that situation be able to be considered internal for a period of time.  Commissioner MacGregor suggested they bring that up to HR to get a review why we don’t do something for laid off employees, if they are laid off in good standing.  It seems to me it might be advantageous to both the City and the employee if they had access for a certain period of time.  Commissioner MacGregor stated the Commission should have a discussion with Daryl when he gets back and see where everything stands.  The question was asked, how long had she worked for the City?  The commissioner asked to be reminded to bring this up at the next meeting.

Commissioner Nies mentioned that there will be a brunch as a thank you to Arvin Kvasager for everything he has done over the years on Saturday the seventh of February, 11:30 at the Holiday Inn.  Tickets are available through Sharyl Weisenberger and will be $20.00.

It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to adjourn the January 8, 2009 regular meeting. The meeting was adjourned at approximately 3:44PM.
