Grand Forks Civil Service Commission
October 11, 2007
Chairperson Bredemeier called the Grand Forks Civil Service Commission to order at approximately 3:33PM in City Hall, Council Chambers. Commissioners, Burlog, Bredemeier, MacGregor, and Nies were present. Commissioners Johnson was absent.
APPROVAL OF MINUTES
It was moved by Commissioner Burlog and seconded by Commissioner Macgregor to approve the September 13, 2007 regular meeting minutes as presented. All approved, motion carried.

REASSIGNMENT REGISTERS

Construction Compliance Officer
(Community Development Specialist)
This is a modified job description and changed to Construction Compliance Officer and will be fully adopted in the 2008 Salary Plan by City Council. It was moved by Commissioner Burlog and seconded by Commissioner Nies to establish the reassignment register for Construction Compliance Officer at 85.0% as follows:
Joseph O’Neil
All approve, motion carried.
Network Systems Analyst
It was moved by Commissioner Nies and seconded by Commissioner MacGregor to establish the reassignment register for Network Systems Analyst at 98.0% as follows:
Wade Mitchell
All approved, motion carried.
Programmer Analyst, Senior
It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to establish the reassignment register for Programmer Analyst, Senior at 99.0% as follows:
Sherry Lawdermilt
All approved, motion carried.
IT Technician
It was moved by Commissioner Nies and seconded by Commissioner MacGregor to establish the reassignment register for Network Systems Analyst at 87.0% as follows:
Evelyn Halvorson
Tammy Woodstrom
All approved, motion carried.

Daryl Hovland, the HR Director, noted that the last three positions were a result of the restructuring of Information Technology department.
Electronics Technician
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to establish the reassignment register for Programmer Analyst, Senior at 84.75% as follows:
Gary Klegstad
All approved, motion carried.
REEMPLOYMENT REGISTER
Civil Engineering Technician – Nick Stattelman
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to approve the request of Nick Stattelman to be placed on the reemployment register for one year as recommended by the City Engineer and the Mayor.
All approved, motion carried
SELECTION CRITERIA
HR Director, Daryl Hovland, recommended blanket approval of the packet as a whole and will give an update of the 2008 Salary Plan when City Council approves it. Discussion was held.  
It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to approve the Selection Criteria.
All approved, motion carried.
ADJOURNMENT
It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to adjourn the October 11, 2007 regular meeting. The meeting was adjourned at approximately 3:53PM.
