Slater began the discussion at 7:00 p.m.; no quorum.

FY09 CLG Budget Discussion
O’Leary went through the information she had obtained on the projects proposed at the 1/13/09 meeting:

Calvary and Memorial Park Cemeteries Stonework – O’Leary visited with representatives of both cemeteries. Memorial Park is open to the nomination; Calvary is receptive at the local level, however, the Diocese might have the final say.

1302 Belmont Road – The owner is receptive to nomination. The state, however, would prefer that residential owners pay for their own nominations. The project would not be refused out of hand but we would have to make a very good case for this house.

Williams Brothers Pipeline Office Building – O’Leary spoke with the local representative who said he likes the idea but decisions like that are all made at the corporate level. He provided a contact for the corporate media representative, Bruce Heine. O’Leary has sent NRHP material but we probably won’t have a definitive answer in the near future. The West Fargo facility is not on the Register, either.

BNai Israel Synagogue and Montefiore Cemetery – Lorna Meidinger agrees that the features are eligible for the Register. Kim Porter, UND History Department, has extensive research completed and would share that research with anyone writing the nomination. Cemeteries are subject to criteria above and beyond the standard NRHP criteria, so this could be the most difficult of the nominations to write.

The Kegs Drive-In – O’Leary has not been able to reach the owners but previous discussions with them would indicate that they are open to nomination of the property.

Grand Forks WPA Thematic Survey/Nomination – Slater said that the research material for this project is quite difficult to access. Others noted that every Grand Forks WPA project that we can think of is already on the Register, except the stone work at the cemeteries. This seems to be a project that could be addressed, or at least initiated, by a class research project.
Flemmer questioned whether the Commission should consider developing a comprehensive list of Joseph Bell DeRemer projects in Grand Forks. Slater said Royce Yeater has the most comprehensive list she knows of and he is not sure he has every property. It is a project worthy of future consideration.

Members present agreed to recommend funding requests for the following:
BNai Israel Synagogue and Montefiore Cemetery Nomination, $4,500
Calvary and Memorial Park Cemeteries Stonework Nomination, $3,500
The Kegs Drive-In Nomination - $3,500
The level of complexity of the Synagogue/cemetery nomination is the reason for the higher dollar amount associated with the project. O’Leary will complete the CLG grant request based on these recommendations. The grant request will be subject to approval of the Commission at the February 10, 2009 meeting.

UND Nomination - We still have not received the NPS’ comments on the UND nomination.
