Meeting Minutes
January 22, 2008

City Hall
Present: Marsha Gunderson, Chair, Chuck Flemmer, Gordon Iseminger, Ted Jelliff, Melinda Leach, Cory Lien, Gerad Paul, Dale Sickels, Sandy Slater, Dave Vorland

Gunderson called the meeting to order at 7:00 p.m.; a quorum was present.
Motion:
to approve the minutes of the Jan. 8, 2008, meeting as presented. (Sickels, Leach)

Chair Report
– Marsha Gunderson
Infill Review Committee – This infill committee will meet primarily in February. Slater’s time constraints prevent her from serving. Flemmer will be the official representative on the committee and Benoit will serve as back-up.
DDRB – no report.
Coordinator Report
– Peg O’Leary
Meeting with State Historical Society of North Dakota – O’Leary drove to Bismarck on Friday, Jan. 18, to discuss the architectural survey forms and Granitoid with Fern Swenson, Mary Kate Ryan, Amy Munson and Susan Quinnell. The state is reviewing the forms and attempting to computerize them. We were able to do away with page 3 of the form entirely for urban surveys, and future surveyors will be able to input data on the computer rather than filling pages 1 and 2 out by hand in pencil. These changes should considerably reduce the time surveyors spend on paperwork. The discussion of Granitoid centered on the upcoming MPO study of the 4th Ave. S. and Minnesota Avenue corridor.
FY08 Certified Local Government Grant – Members discussed potential CLG projects for FY08. Slater suggested bronze plaques for the Downtown and Riverside Historic Districts, similar to the Near Southside plaques. Flemmer suggested following up on a NRHP nomination of the WPA project stone entrance to the Fairgrounds. “Traffic type” district signs, which would inform people that they are entering an historic district, were discussed. Sickels noted that the Lustron will need signage at some point. Iseminger questioned whether we could develop a brochure to be given out by Inspections whenever a building permit is applied for. Another possibility is nominating the Greek houses separately from UND, so we can move forward with the UND nomination.
Motion:
to proceed with the nomination of the University of North Dakota historic campus without including the Greek houses. (Slater, Flemmer)
Discussion: O’Leary will talk to Mary Kate Ryan about this.
Motion carries.
O’Leary will develop budgets for the following projects: 1) three bronze plaques [one for Riverside, two for downtown], 2) nomination of the WPA project at the Fairgrounds,
3) “traffic type” district signs for all historic districts, and 4) nomination of the Greek houses as a separate district or a Multiple Resource Listing. The final budget for administration, travel, and projects must be approved at the February 12 meeting.
Donor Forms – Commissioners completed the donated time forms for Nov. – Dec. 2007.
Other Business
George Walsh Statue – It appears that the city will not be gifting the University with a statue of George Walsh to commemorate the 125th Anniversary of the founding of UND, but an oversized picture of Walsh will be part of the staging at Founders’ Day.
YWCA Building – Gunderson noted that the owner is planning to appeal the National Park Service decision that the proposed rehab is ineligible for tax credits. GFHPC will provide a letter of support for the owner’s appeal.
