Grand Forks Civil Service Commission
September 9, 2010
Chairman MacGregor called the Grand Forks Civil Service Commission meeting to order at approximately 3:33 PM in the City Hall, Council Chambers. Commissioners, Bredemeier, Nies and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to approve the August 12, 2010 regular meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS to AGENDA
Mr. Bergquist stated that there is one addition to the agenda, which is the Police Officer Eligibility Register supplement. It is program that was discussed earlier this year where the Police Officer process will be conducted twice a year. Chairman MacGregor clarified that the supplement will be intermingled by score.
ELIGIBILITY REGISTERS
Equipment Operator – Sanitation (Exam cutoff)
Mr. Bergquist stated that this is an exam cutoff of the test scores. Mr. Feland is present to answer any questions and the department has requested 69.565% as the cutoff. Chairman MacGregor questioned Mr. Feland if the twelve candidates would be enough. Mr. Feland stated the department would be satisfied with that as they currently have one position open and a possible second opening later in the year. It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the Equipment Operator – Sanitation exam cutoff at 69.565%.
All approved, motion carried.
Water Service Worker (Exam cutoff)
Mr. Bergquist stated that this is an exam cutoff, but when the final register is created it will be a supplement to the current register which only has two names on it. The department is recommending the register be cut off at the same percentage as the original register cutoff which was 60.000%. Chairman MacGregor stated that the cut will be 61.111% and add six names to the register. Mr. Feland stated they could have two or three due to senior employees retiring. Commissioner Vanyo questioned Todd whether this cut will give them enough on the register. Mr. Feland stated it would.
All approved, motion carried.
Police Officer
Mr. Bergquist stated that this is a supplement to the current register and the department recommends a cutoff at 87.75% puts ten on the register in addition to the four currently on the register. Chairman MacGregor questioned whether there is another process to complete or is this the final register. Chairman MacGregor questioned whether the disabled veteran would get any further preference other than the 10 points allotted them. Mr. Bergquist stated that if they were one of the three names sent to the Mayor for appointment, they would automatically be the selected appointee. It was moved by Commissioner Bredemeier and seconded by Commissioner Vanyo to approve the Police Officer Register at 87.75%.

REASSIGNMENT REGISTER
Equipment Operator, Sr. – Sanitation (Exam cutoff)
Mr. Bergquist stated that this is an internal register exam cutoff and interviews will be conducted later this month and the department has requested 70.129% as the cutoff. Mr. Feland is present to answer any questions. Chairman MacGregor questioned Mr. Feland if these would all be internal. Mr. Feland stated they would. He stated the department currently has one opening and with the 2011 budget the equipment operators have been reallocated to become five more Seniors in the department which creates five promotional opportunities next year. It was moved by Commissioner Nies and seconded by Commissioner Vanyo to approve the Equipment Operator Sr. – Sanitation exam cutoff at 70.129%.
All approved, motion carried.
REEMPLOYMENT REGISTER
Mr. Bergquist stated that a Police Officer, Michel Ornelas, has requested to be place on the Reemployment Register and has all required approvals. It was moved by Commissioner Bredemeier and it was seconded by Commissioner Vanyo to put Michel Ornelas on the Reemployment register.
All approved, motion carried.
Selection Criteria Change
Mr. Bergquist stated that the Fleet Maintenance Mechanic Lead was established several year ago and was not be filled at that time, however the department is currently looking at filling the position now. Mr. Bergquist stated that in reviewing the Selection Criteria there is an exam on the criteria which the department would like to remove to come into line with the other Public Works Lead positions, which do not have exams. Chairman MacGregor questioned Mr. Feland if the are exams available for the other Lead positions. Mr. Feland stated that Public Works only has exams up to Senior level and with the Leads it has been strictly interview only. It was moved by Commissioner Nies and it was seconded by Commissioner Bredemeier to change the Selection Criteria for the Fleet Maintenance Mechanic Lead to interview only with a 75% department and 25% HR breakdown.
All approved, motion carried.
November Civil Service Meeting Reschedule
Chairman MacGregor stated that the November Civil Service meeting falls on Veterans Day a holiday. Mr. Bergquist stated that it is a City holiday and a couple of suggestions for changing the date would be the Wednesday before and the Thursday after. Chairman MacGregor recommended they try the Wednesday before rescheduling the meeting for November 10
th
at the same time.
ADJOURNMENT
It was moved by Commissioner Vanyo and seconded by Commissioner Bredemeier to adjourn the September 9, 2010 regular meeting. The meeting was adjourned at approximately 3:53 PM.
