Minutes of Grand Forks City Council/Growth Fund
Authority (JDA) - Monday, February 25, 2008 - 5:30 p.m.____

The city council of the city of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Monday, February 25, 2008 at the hour of 5:30 p.m. with Chairman Gershman presiding.

ADMINISTER OATH OF OFFICE TO COUNCIL
MEMBER FOR WARD 1

The city auditor administered the oath of office to Bill Hutchison, council member for Ward 1 to fill the unexpired term of Council Member Brooks for the term ending in June, 2008.

Present at roll call were Council Members Hutchison, Glassheim, Christensen, Kreun, Gershman - 5; absent: Council Members McNamara, Bakken - 2 and Mayor Brown.

APPROVE GRANT FOR NORTHWOOD ECONOMIC
DEVELOPMENT RECOVERY PLAN

The staff report from the Urban Development director relating to the matter of Northwood Economic Development Recovery Plan, with recommendation per the Growth Fund Committee recommendation to approve a $38,075 grant to the Red River Regional Council to be used as match for a US Economic Development Administration planning grant with the understanding that the amount be reduced dollar-of-dollar by any future match received from other sources.

It was moved by Council Member Kreun and seconded by Council Member Glassheim that this recommendation be approved. Carried 5 votes affirmative.

APPROVE AMENDMENT TO EDA RLF FINANCIAL
ASSISTANCE AWARD STANDARD TERMS AND
CONDITIONS

The staff report from the Urban Development director relating to Amendment 6 to EDA RLF Financial Assistance Award Standard Terms and Conditions, with recommendation per the Growth Fund Committee recommendation, to approve the amendment.

It was moved by Council Member Glassheim and seconded by Council Member Christensen that this recommendation be approved. Carried 5 votes affirmative.

ADJOURN

It was moved by Council Member Kreun and seconded by Council Member Hutchison that we adjourn. Carried 5 votes affirmative.
