Grand Forks Energy Alliance

Avenue North, built 1950 – The house is not listed on the National Register of Historic Places and is not in a historic district. Pflughoeft-Hassett explained that this house has been previously reviewed for interior work involving insulation and weatherization but that the owners want to expand their federally subsidized loan to include window replacement. New windows would be vinyl-clad double-hung on the main floor and three-divided-lite in the basement plus an egress window.
Motion:
to concur with a determination of no historic properties affected from the work described at 2207 4

Red River Valley Community Action

Avenue South, built 1964 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized loan to replace existing siding with vinyl double-four siding, install metal fascia and soffit, wrap all window and door trim in metal, replace six windows with vinyl double-hung window units, close off and side over two windows, and install a new furnace.

– Peg O’Leary
Certified Local Government State Conference – The program is in place though a good bit of detail work remains. There will be thirty-four in attendance. Registration begins at 8:15 a.m. and O’Leary requested that as many commissioners as possible be early to help with set-up and staff the registration desk. The UND Historic District Tour is only partially ready; O’Leary has had difficulty arranging to get into Merrifield and Carnegie. Iseminger offered to see what he could do to get us into those buildings. O’Leary requested authorization for speaker reimbursement checks: $250.00 for Steve C. Martens and $250.00 for Bobbi Hepper Olson.

to authorize payments of $250.00 each to Steve C. Martens and Bobbi Hepper Olson for speaker honoraria for the ND CLG Conference 2010. (Leach, Kloster)

B’nai Israel Synagogue and Montefiori Cemetery Nomination – A draft is expected shortly.
The Kegs Nomination – Steve Hoffbeck has provided a very good first draft. Slater, Gunderson and O’Leary have commented and returned it. The comments largely reflect readability with minor substantive questions. Hoffbeck’s contract calls for payment of 50% with receipt of first draft.
Motion:
to authorize payment of $1,750.00 to Steven Hoffbeck, a contractual obligation incurred upon receipt of the first draft of The Kegs nomination. (Swisher, Sickels)

Wood Block Paving – O’Leary is working with Cottonwood Community Church members to preserve the wood block paving in their driveway. A small cache of original pavers has been located and the owner would donate them to the church if the church wants to use them for repair.
HPC Office Copier – The purchase of a color laser printer was approved in the 2010 CLG budget. O’Leary found an excellent copier (HP Color LaserJet CP2025) on sale and Gunderson agreed that it should be purchased while on sale, which was done. The price was within the budgeted amount.

to authorize the purchase of the color copier. (Flemmer, Swisher)

FY09 CLG Budget – Funds remain in the FY09 budget and will expire on September 30, 2010. The remaining funds are a result of a lower than anticipated contractor cost for the Synagogue nomination, a new telephone arrangement with the Housing office, and a variety of smaller line-item savings. O’Leary has proposed options to Amy Munson, SHSND grants administrator, which Munson has approved if authorized by the Commission. O’Leary proposed maintenance on both the HPC desktop and laptop computers, purchase of a flat screen monitor, and purchase of back-up toner cartridges for the new color printer, with any remainder being applied against personnel costs.

to authorize computer servicing, purchase of a flat-screen monitor that would be compatible with the HPC desktop computer, and the purchase of toner cartridges for the color printer. (Swisher, Iseminger)

SHSND Heritage Profile Award – The GF County Historical Society and the GF Historic Preservation Commission are nominating Ted Jelliff for the Heritage Profile Award, which recognizes
those individuals who have made a lasting or significant contribution in preserving, interpreting, promoting, researching and/or otherwise extending the knowledge and understanding of the history of North Dakota and who have demonstrated evidence of long-term dedication and personal commitment in pursuit of these goals. O’Leary distributed a copy of the nomination narrative. Awards will be presented at the Governor’s History Conference in October.
