Minutes of Grand Forks City Council/Committee of the
Whole -Monday, July 16, 2007 - 5:30 p.m.___________

The city council of the city of Grand Forks sitting as the Committee of the Whole met in the council chambers in City Hall on Monday, July 16, 2007 at 5:30 p.m. p.m. with Mayor Brown presiding. Present at roll call were Council Members Brooks, McNamara, Glassheim, Gershman, Christensen, Bakken, Kreun - 7; absent: none.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized, and that the meeting is being televised.

Mayor Brown commented on various items during the past week and upcoming events:
Congratulations to Cirrus for the unveiling of future of aviation, the jet in Grand Forks last week, have been proud of Cirrus and their vision.
Thanks to Kim Holmes and his wife and entire Sanders crew for 25 years and appreciation for party and look forward to more years of fine food, company.
He welcomed the newest member of culinary family, l' Bistro at Canad Inns.
He stated as part of the 2008 budget process and development of the City's 6-year tax plan they put together huge resource of budget, tax and assessment information that is available on Channel 2, on City's website and by contacting the Public Information Center and hope to provide solid, good information to help residents be a part of this discussion on how the resources of this community can best be put to work.
He noted that they have posted an up to date construction map on the city website, check on wwwgrandforksgov.com and appreciate everyone's patience

SUSPEND AGENDA

Council Member Christensen moved a motion to add an additional item to the agendas for committee of the whole and the city council - the approval of the collateral access agreement for Cirrus Design lease; seconded by Council Member Kreun. Carried 7 votes affirmative.

COMMITTEE OF THE WHOLE DISCUSSION ITEMS

2.1 Request from Sunset Bluffs, LLC for final approval of Replat of Lots B, C, D, E, F, G, H, J, K and L, Block 1, Shadyridge Estates Fifth Redsubdiv. (loc. at Adams Dr. and Shadyridge Ct.)______________________________________________________

2.2 Request from William Knipe for street name change in Knipe's First Addn. from S. 72nd St. and 29th Ave.S. to Farmstead Dr.___________________________________

2.3 Request on behalf of City of Grand Forks for final approval (fast track) of Replat of Lots 1, 2 and north one-half of Lot 3, Block 1, Auditor's Subdiv. No. 9 (loc. in 1500 blk. of Belmont Road), incl. variance to Land Dev. Code, Article 2, Section 18-0204 Rules and Definitions, Paragraph (2) Definition of Minor Subdivision.____________

2.4 Request on behalf of City of Grand Forks for preliminary approval of Replat of Lots 1 through 8 and north 10 ft. of Lot 9, Block 1, Walchester Place Addn. (loc. in
1500 block of Walnut St._________________________________________________

2.5 Matter of approval of Collateral Access Agreement for Cirrus Design lease.
Greg Hoover, Urban Development, reported he has been working with Mr. King, Vice President of Business Administration from Cirrus in putting this together, Cirrus has completed a financial transaction which is of significant size and their lender is asking for this collateral agreement to be executed which will allow them to go in and assume the role of Cirrus if Cirrus should default. He noted that if council members didn't get a chance to see the jet, it is great.

It was moved by Council Member Kreun and seconded by Council Member Bakken that we adjourn. Carried 7 votes affirmative.
