MINUTES
Grand Forks Civil Service Commission
January 9, 2003
The Grand Forks Civil Service Commission was called to order at 3:34PM by
Chairperson Bredemeier. Commissioners Bredemeier, Kvasager and Nies present.
Commissioners Johnson and MacGregor absent.

ELECTION OF OFFICERS
Item held until next meeting.

APPROVAL OF MINUTES
It was moved by Kvasager and seconded by Nies to approve the December 12, 2002
minutes as presented. All approve, motion carried.

CHANGES/ADDITIONS TO AGENDA
Asst. HR Director, Daryl Hovland presented the following changes/additions to
the agenda:
1) Selection Criteria for Senior Firefighter.
2) Selection Criteria for Senior Office Specialist – Finance.
3) Selection Criteria for Accounting Technician – Finance.
4) Reemployment Register Request – Terry Hanson
5) Information Item of probation update.
6) Information - Letter by employee to Commission
7) Information – Announcement of Retirement of Max Allard.
It was moved by Nies and seconded by Kvasager to approve the changes/additions
to the agenda. All approve, motion carried.
SELECTION/PROMOTIONAL CRITERIA
Senior Firefighter
It was moved by Kvasager and seconded by Nies to approve the selection criteria
for Senior Firefighter as follows:
Education 20 points
Experience 20 points
Written Exam 30 points
Dept. Interview 10 points
HR Interview 10 points
Commission Interview 10 points
Mr. Bunce recommended the Commission only have up to 2 members in a selection
process otherwise they would have to recluse themselves in the case of an
appeal.
All approve, motion carried.

Office Specialist, Senior - Finance
It was moved by Kvasager and seconded by Nies to approve the selection criteria
for Office Specialist, Senior (Finance) as follows:
Dept. Interview 75 points
HR Interview 25 points
(Advertising externally only for an eligibility register.)

Mr. Schmisek requested additional criteria of advertising the position
externally with City employees having the ability to apply as external
candidates for an eligibility register. Mr. Schmisek stated he is requesting
to evaluate a larger pool of candidates.

Ms. Wilkie presented the Commission’s current policy is to post vacant city
positions internally, city wide, and if there are no qualified internal
candidates, to consider the external candidates. Ms. Wilkie stated this would
be an eligibility register verses a reassignment register.

Mr. Bunce stated as it is now, if there is only one internal candidate meeting
the basic qualifications, there would be no pool to consider.

Mr. Kvasager stated he still likes to see career ladders within system as
opposed to going outside the system for better opportunity for advancement.

All approve, motion carried.

Accounting Technician - Finance
It was moved by Kvasager and seconded by Nies to approve the selection criteria
for Accounting Technician (Finance) as follows:
Dept. Interview 75 points
HR Interview 25 points
(Advertising externally only for an eligibility register.)
All approve, motion carried.

REEMPLOYMENT REGISTER REQUEST
Terry Hanson
Item held until next meeting.

INFORMATION ONLY
Probation - update
Lieutenant Grant Schiller, presented a status report to the Commission on
Officer Kavadas. He stated Mr. Kavadas was promoted to Sergeant on July 15,
2001 in probationary status. On July 18, 2002 – the Commission extended his
probation to January 15, 2003. The Chief of Police has determined that
probationary Sergeant Kavadas be reinstated to the position of Master Police
Officer to coincide with 6-0521 paragraph 5.

Letter from Employee to Commission
Mr. Bunce, HR Director, presented a letter to the Commission from Ron Anderson,
former employee of Public Transportation. This letter was not presented as an
appeal. The individual is not a civil service classified employee so the
applicable Code does not apply with regard to a grievance procedure. In the
case of alleged discrimination, the process is to present to the HR Director,
Mayor and then appeal to the Commission after that. The fact that Mr. Anderson
did not like the examination is a not a non-merit situation. So Human Resources
will take the letter and because an age discrimination comment was made in the
letter, even though it is not an appeal, the City will investigate and initiate
an appeal process for Mr. Anderson without his asking for it based on his
comments of age discrimination. Any potential appeal to the Commission would
not include anything regarding the hiring process or the existing eligibility
register and will follow an appeal process as in the Civil Service Code.

Announcement of Retirement of
Roger (Max) Allard, Fire Marshall
Deputy Chief Flermoen announced there would be an open house retirement party
for Fire Marshall, Roger Allard at 3PM, January 10, 2003 in City Hall and
invited the Commissioners.

ADJOURNMENT
It was moved by Kvasager and seconded by Nies to adjourn the January 9, 2003
Civil Service Commission meeting. All approve, meeting adjourned. The meeting
adjourned at approximately 3:53PM.
