MINUTES
Grand Forks Civil Service Commission
February 13, 2003
The Grand Forks Civil Service Commission was called to order at 3:32PM by
Chairperson Bredemeier. Commissioners Bredemeier, Kvasager, Johnson, MacGregor
and Nies present.
ELECTION OF OFFICERS
Commissioner Nies stated she would prefer not being nominated as Chairperson at
this time.
It was moved by MacGregor and seconded by Johnson to nominate Arvin Kvasager as
the chairperson and Jim Johnson as the vice-chairperson of the Civil Service
Commission. All approve, motion carried. It was moved by MacGregor and
seconded by Johnson for nominations to cease. All approve, motion carried. It
was moved by MacGregor and seconded by Johnson to approve Arvin Kvasager as
Chairperson and Jim Johnson as the vice-chairperson for the ensuing term. All
approve, motion carried. (Chairperson Kvasager chaired the meeting from this
point.)
APPROVAL OF MINUTES
It was moved by Nies and seconded by Bredemeier to approve the January 9, 2003
minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS TO AGENDA
Dawn Wilkie, HR Generalist, presented the following changes/additions to the
agenda:
1) Promotional Cut-Off score, Equipment Operator, Senior.
It was moved by Nies and seconded by Kvasager to approve the changes/additions
to the agenda. All approve, motion carried.
PROMOTIONAL CUT-OFF SCORE
Equipment Operator, Senior
It was moved by Johnson and seconded by MacGregor to approve the examination
cut-off score at 71.11%, thereby allowing two (2) candidates to move forward to
the interview process. All approve, motion carried.
ELIGIBILITY REGISTER
Police Officer
It was moved by MacGregor and seconded by Bredemeier to approve the eligibility
register for the position of Police Officer at 66.00% as follows:

Samuel Robbins
Mitchell Vazquez
Travis Benson
Joshua Sondrol
Kevin Wiseman
Craig Boetel
Jeffrey Newton
All approve, motion carried. Discussion held regarding selection criteria and
assessment center panel makeup for next year’s recruitment process. HR and the
Police department will discuss and bring back to the Commission for next year.
AGE DISCRIMINATION UPDATE (Info Only)
Ron Anderson
Mr. Bunce, Human Resources Director, presented to the Commission, as an
information item, that a non-civil service employee (seasonal employee) had
written a letter to the Mayor, in which he mentioned potential age
discrimination. HR investigated the concerns and the Mayor has found no basis
for a claim of age discrimination. The City of GF has 545 employees, and of
these, 380 employees are over the age of 40. The issue arose because the
employee was upset over his exam and interview score and the employee agreed it
was not an age discrimination issue. For information only, the Mayor has
answered the complaint.
SCHEDULE GRIEVANCE (APPEAL OF MAYOR’S DECISION)
Mr. Bunce presented that two public works employees have filed a grievance
pursuant to City Code 6-0701. The Commission has asked HR staff to schedule the
grievance hearing, appealing the Mayor’s decision, with the appropriate
attorney’s within the thirty-day time frame and notify the appropriate parties.
The Commission has asked for an organizational chart for the Public Works
department.
REEMPLOYMENT REGISTER REQUEST
Terry Hanson
It was moved by Nies and seconded by MacGregor to excuse Commissioner Kvasager
at his request as he is on the Housing Authority Board, and Mr. Hanson is now a
Housing Authority employee. All approve, motion carried. Commissioner Johnson
took over as Chairperson of the meeting. Discussion held regarding background
of this situation. It is HR’s position that there is no specific position for
Mr. Hanson to return to. The City Council has voted and made the Civil Service
position of Executive Director into a contract position. Additionally, Mr.
Hanson’s prior position has been filled by a civil service employee. Discussion
held regarding our practice of placing individuals on a reemployment registers
per specific job title and not using a citywide reemployment register.
The position Mr. Hanson vacated (Finance Director) was a civil service
position, which was changed to a Finance Manager position and filled. If he had
not received the temporary assignment to the contract position, that would have
been the position most recently vacated. Mr. Hanson’s letter is not specific to
which position he is requesting.
The Commission has asked Mr. Swanson to provide a written opinion to answer the
following for the next meeting:
1) Is Mr. Hanson eligible to be placed on a re-employment register? If so, for
which position?
2) Do we give general property rights to individuals for any civil service job
or a very specific job title?
Item held pending review and opinion by the City Attorney.
Commissioner Kvasager returned as chairperson of the Commission at 4:13PM.
ADJOURNMENT
It was moved by Bredemeier and seconded by MacGregor to adjourn the February
13, 2003 Civil Service Commission meeting. All approve, meeting adjourned. The
meeting adjourned at approximately 4:15PM.
