Grand Forks Civil Service Commission
April 10, 2003
The Grand Forks Civil Service Commission was called to order at 3:30PM by
Chairperson Kvasager. Commissioners Bredemeier, Kvasager, Johnson, MacGregor
and Nies present.
CHANGES/ADDITIONS TO AGENDA
Daryl Hovland, Assistant HR Director, presented the following changes/additions
to the agenda:
1) Request for probationary waiver – Deb Hoverson and Erin Ray.
2) Request for placement on re-employment register – Corrine Iverson.
3) Delete Examination Cut-Off and Eligibility Register Discussion from agenda.
4) Recommendation to Mayor Brown to re-appoint Commissioner James Johnson.
APPROVAL OF MINUTES
It was moved by MacGregor and seconded by Bredemeier to approve the March 13,
2003 minutes and the March 13, 2003 Special Meeting minutes as presented. All
approve, motion carried.
ELIGIBILITY REGISTER
Equipment Operator - Sanitation
It was moved by MacGregor and seconded by Johnson to approve the eligibility
register for the position of Equipment Operator - Sanitation at 85.00% as
follows:

Accounting Technician - Finance
It was moved by Bredemeier and seconded by Nies to approve the eligibility
register for the position of Accounting Technician - Finance at 88.00% as
follows:

All approve, motion carried.
Office Specialist, Senior - Finance
It was moved by Bredemeier and seconded by MacGregor to approve the eligibility
register for the position of Office Specialist, Senior - Finance at 90.50% as
follows:
Peggy Rieger
Carole Demars
Tracy Melin
Cynthia Flath
All approve, motion carried.
Promotional/Transfer Criteria – Streets/Sanitation
Discussion held regarding current practice of transferring employees from
Sanitation to Streets utilizing an informal process verses establishing an
eligibility or re-assignment register in Streets. Mr. Feland stated he reviewed
this practice and in order to maintain a fair process and to provide a more
objective means and opportunity for transfer, he will utilize a re-assignment
register for the Street division, advertising city-wide in all departments.
Further discussion held. Employee Representative, Gaylen Olsen stated he would
like to see the process, however, would like the position advertised only in
the Sanitation department as was past practice or to utilize a register from
the Sanitation Department to transfer into Streets. The Commissioners stated
they would like HR and the Department to work this item out. Mr. Feland stated
he would initiate the process and report to the Commission, how the process
worked out. Further discussion held. No action taken.
REQUEST FOR PROBATIONARY WAIVER
It was moved by Bredemeier and seconded by MacGregor to waive the probationary
six month period for Deborah Hoverson and Erin Ray effective April 10, 2003 as
recommended by the Department Head and in concurrence with Human Resources.
Both employees have been employed by the City of Grand Forks in non-classified
positions for 3 years. All approve, motion carried.
REQUEST FOR PLACEMENT ON RE-EMPLOYMENT REGISTER
Administrative Specialist - PSAP
It was moved by MacGregor and seconded by Bredemeier to approve Corrine Iverson
to be placed on the re-employment register for the position of Administrative
Specialist – PSAP for a one year period. All approve, motion carried.
RECOMMENDATION TO MAYOR BROWN
TO REAPPOINT JAMES JOHNSON TO THE COMMISSION
It was moved by Bredemeier and seconded by Nies by resolution to the Mayor to
reappoint Commissioner James Johnson to the Civil Service Commission for
another term. All approve, motion carried.
ADJOURNMENT
It was moved by Nies and seconded by Bredemeier to adjourn the April 10, 2003
Civil Service Commission meeting. All approve, meeting adjourned. The meeting
adjourned at approximately 4:13PM.
