Grand Forks Civil Service Commission
May 8, 2003
The Grand Forks Civil Service Commission was called to order at 3:34PM by
Chairperson Kvasager. Commissioners Bredemeier, Kvasager, Johnson and Nies
present, Commissioner MacGregor absent.
CHANGES/ADDITIONS TO AGENDA
Daryl Hovland, Assistant HR Director, presented the following changes/additions
to the agenda:
1) Reassignment Register for PSAP Administrative Specialist, Senior.
2) Reassignment Register for Civil Engineering Technician.
It was moved by Johnson and seconded by Bredemeier to approve the additions to
the agenda. All approve, motion carried.
APPROVAL OF MINUTES
It was moved by Nies and seconded by Johnson to approve the April 10, 2003
regular meeting minutes as presented. All approve, motion carried. It was moved
by Bredemeier and seconded by Nies to approve the Special Meeting minutes of
April 10, 2003 as presented. All approve, motion carried. It was moved by
Bredemeier and seconded by Nies to approve the Special Meeting minutes of April
23, 2003 as presented. All approve, motion carried.
REASSIGNMENT WRITTEN EXAMINATION CUT-OFF
Equipment Operator – Street
It was moved by Johnson and seconded by Nies to approve the written examination
cut-off at 72.0% thereby allowing five (5) candidates to interview. All
approve, motion carried.
REASSIGNMENT (Promotional) REGISTER
Equipment Operator – Street
It was moved by Bredemeier and seconded by Johnson to approve the reassignment
register for the Equipment Operator – Street position at 75.0% as follows:
Brian Gourneau
Walter T. Nowling
Joe Schmidt
David Willson
Terry Klein
All approve, motion carried.
Administrative Specialist (PSAP)
It was moved by Bredemeier and seconded by Nies to approve the reassignment
register for the Administrative Specialist (PSAP) position at 95.0% as follows:
Deborah Hoverson
Erin Ray
All approve, motion carried.
Civil Engineering Technician
It was moved by Johnson and seconded by Bredemeier to approve the reassignment
register for the Civil Engineering Technician position at 94.0% as follows:
Todd Herz
All approve, motion carried.
APPROVAL OF UPDATED 2003 SELECTION CRITERIA
It was moved by Johnson and seconded by Nies to table this item until the next
meeting to allow the Department Heads and the Commissioners time for review.
All approve, motion carried.
REEMPLOYMENT REGISTER REQUEST
William Iverson
It was moved by Bredemeier and seconded by Johnson to approve the request for
Officer Iverson to be placed on the re-employment register for the position of
Master Police Officer upon appointment from the Mayor after May 20, 2003. All
approve, motion carried.
ADJOURNMENT
It was moved by Bredemeier and seconded by Johnson to adjourn the May 8, 2003
Civil Service Commission meeting. All approve, meeting adjourned. The meeting
adjourned at approximately 4:04PM.
