MINUTES
Grand Forks Civil Service Commission
October 9, 2003
The Grand Forks Civil Service Commission was called to order at 3:33PM by
Chairperson Kvasager. Commissioners Bredemeier, MacGregor and Johnson present.
Commissioner Nies absent.
CHANGES/ADDITIONS TO AGENDA
Asst. HR Director, Daryl Hovland presented the following changes/additions to
the agenda:
1) Probation waiver request
2) To set a meeting for grievance.
It was moved by Johnson and seconded by Bredemeier to approve the
changes/additions to the agenda. All approve, motion carried.
APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by Johnson to approve the September 11,
2003 regular meeting minutes as presented. All approve, motion carried.
ELIGIBILITY REGISTER
Laboratory Analyst, Senior
It was moved by Johnson and seconded by Bredemeier to establish the eligibility
register for the position of Laboratory Analyst, Senior at 80.37% as follows:
Shawn Juers
Jonathan Hieb
William Sukalski
Gary Hummel
All approve, motion carried.
REEMPLOYMENT REGISTER REQUEST
Police Officer
It was moved by Bredemeier and seconded by Johnson to approve the request by
employee, Karie Zieglemann, Police Officer to have her name placed on the
re-employment register for a one year period beginning 10/1/2003. All approve,
motion carried.
SELECTION CRITERIA
Firefighter
It was moved by Johnson and seconded by Bredemeier to approve the following
changes to the selection criteria of Firefighter: Currently the strength and
agility testing has been part of the post offer/pre-employment process. The
Fire Department is requesting the strength and agility test as part of the
selection process for pre-employment. The examination is called the Candidate
Physical Ability Testing (CPAT) which is a nationally recognized test created
by the International Association of Firefighters and Fire Chiefs.
Written Examination (CPAT) with minimum 75.0% pass requirement. – 50 points
(The written examination may be given alone,
or as part of an overall assessment of knowledge and skills.)
Physical Agility Test (pass/fail)
Interview – Fire Department – 25 points
Interview – Human Resources – 25 points
(The makeup of the interview board will be
determined by the Department. A Commissioner
will be recommended for each interview.)
Post-Offer – Pre-employment Health & Fitness Evaluation, Physical Examination,
Background Check, Psychological Evaluation
Discussion held. Deputy Chief Flermoen stated this test conforms with the
Non-Discrimination Act. All approve, motion carried.
PROBATION WAIVER REQUEST
Equipment Operator
Asst. HR Director, Daryl Hovland presented a request by employee Barry Nordine
to be removed from probationary status effective October 9, 2003 and to be
found eligible to compete reassignment to the position of Equipment Operator,
Senior. It was moved by Johnson and seconded by Bredemeier to remove the
probationary status of employee, Barry Nordine effective October 9, 2003. All
approve, motion carried.
SCHEDULE MEETING
Master Police Officer Grievance
Dawn Wilkie, HR Generalist presented that the Commission has received six (6)
separate grievances from Master Police Officers. The Civil Service Commission
instructed HR staff to contact Attorney Ron Fischer to represent the Commission
and to submit calendars to HR to schedule a hearing.
ADJOURNMENT
It was moved by Bredemeier and seconded by Johnson to adjourn the October 9,
2003 Civil Service Commission meeting. All approve, meeting adjourned. The
meeting adjourned at approximately 4:02PM.
