MINUTES
Grand Forks Civil Service Commission
January 8, 2004
The Grand Forks Civil Service Commission was called to order at 3:33PM by
Chairperson Kvasager. Commissioners Bredemeier, MacGregor, Nies and Johnson
present.

ELECTION OF OFFICERS
It was moved by MacGregor and seconded by Nies to nominate James Johnson as the
Chairperson of the Civil Service Commission. Nominations ceased after three
calls for further nominations.
It was moved by Bredemeier and seconded by Nies to approve James Johnson as
Chairperson of the Civil Service Commission for the ensuing term. All approve,
motion carried.
Chairperson Johnson called for nominations for Vice Chairperson. It was moved
by MacGregor and seconded by Kvasager to nominate Patsy Nies. Nominations
ceased. It was moved by Kvasager and seconded by Bredemeier to approve Patsy
Nies as Vice Chairperson of the Commission. All approve, motion carried.

CHANGES/ADDITIONS TO AGENDA
Asst. HR Director, Daryl Hovland presented the following changes/additions to
the agenda:
1) Reassignment Register for Urban Development Deputy Director and Firefighter,
Senior.
2) Requests for placement on the Re-Employment Register.
3) Selection Criteria – Firefighter, Senior.
It was moved by Nies and seconded by MacGregor to approve the changes/additions
to the agenda. All approve, motion carried.

APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by MacGregor to approve the December
11, 2003 regular meeting minutes as presented. All approve, motion carried.

SELECTION CRITERIA
Firefighter, Senior
It was moved by Bredemeier and seconded by Nies to establish the following
selection criteria for this time only as there was no Commissioner available
for the interview process.


Education – 20 points
Experience – 20 points
Written Exam – 30 points
Dept. Interview – 15 points
HR Interview – 15 points

The selection criteria will change back to what was already approved:
Education – 20 points
Experience – 20 points
Written Exam – 30 points
Dept. Interview – 10 points
HR Interview – 10 points
Commissioner Interview 10 points

All approve, motion carried.

REASSIGNMENT (PROMOTIONAL) REGISTER
Administrative Specialist - Assessing
It was moved by Kvasager and seconded by Nies to establish the reassignment
register at 100.0% as follows:

All approve, motion carried.

Equipment Operator, Lead – Street
It was moved by MacGregor and seconded by Bredemier to establish the
reassignment register at 91.00% as follows:

Robert Olmstead
Jack Weaver

Jim Deitz
Alan Koop
Commissioners Bredemeier, MacGregor, Kvasager and Johnson vote in the
affirmative, Commissioner Nies votes no, motion carried.
Equipment Operator, Lead – Sanitation
It was moved by Bredemeier and seconded by Nies to establish the reassignment
register at 83.0% as follows:

John McNelis
James Gierszewski
Doug Azure
Donavon Bye
All approve, motion carried.

Urban Development Deputy Director
It was moved by Kvasager and seconded by MacGregor to establish the
reassignment register at 95.0% as follows:
Keith Lund
All approve, motion carried.

Firefighter, Senior
It was moved by MacGregor and seconded by Bredemeier to establish the
reassignment register at 63.996% as follows:
Bruce Weymier
All approve, motion carried.

RE-EMPLOYMENT REGISTER REQUESTS
Civil Engineer, Senior
It was moved by Kvasager and seconded by MacGregor to approve employee, Scott
Zainhofsky for placement on the re-employment register. All approve, motion
carried.

Human Resources Director
It was moved by Kvasager and seconded by MacGregor to approve employee, Charles
Bunce for placement on the re-employment register. The Commissioners requested
a certified letter be mailed to Mr. Bunce stating they appreciated his
performance and service to the City of Grand Forks. All approve, motion
carried.

Master Police Officer
It was moved by Kvasager and seconded by MacGregor to approve employee, David O’
Toole for placement on the re-employment register. All approve, motion carried.

ADJOURNMENT
It was moved by MacGregor and seconded by Bredemeier to adjourn the January 8,
2004 Civil Service Commission meeting. All approve, meeting adjourned. The
meeting adjourned at approximately 3:57PM.
