MINUTES
Grand Forks Civil Service Commission
March 11, 2004
The Grand Forks Civil Service Commission was called to order at 3:31PM by
Chairperson Johnson. Commissioners Bredemeier, MacGregor, Nies and Kvasager
present.
CHANGES/ADDITIONS TO AGENDA
It was moved by Kvasager and seconded by Nies to approve the following
change/addition to the agenda:
1) Approval of Special Meeting Minutes.
2) Delete request to extend Register agenda item.
All approve, motion carried.
APPROVAL OF MINUTES
It was moved by Bredemeier and seconded by MacGregor to approve the February
12, 2004 regular meeting minutes as presented. All approve, motion carried.
APPROVAL OF SPECIAL MEETING MINUTES
It was moved by Bredemeier and seconded by Nies to approve the September 23,
2003 special meeting minutes as amended with typographical change made to page
3. All approve, motion carried.
It was moved by Bredemeier and seconded by Kvasager to approve the October 14,
2003 special meeting minutes as presented. All approve, motion carried.
It was moved by MacGregor and seconded by Nies to approve the November 13, 2003
special meeting minutes as presented. All approve, motion carried.
It was moved by Bredemeier and seconded by MacGregor to approve the November
20, 2003 special meeting minutes as presented. All approve, motion carried.
Commissioner Kvasager commented his reason in requesting summary minutes of the
special meetings is in case any of the parties were on appeal and the
Commissioners would have to testify in court. Ms. Wilkie stated that normally
at the Appeal Hearings we have had the court reporters present to transcribe
the meeting. Ms. Wilkie stated that if an item is appealed to District Court,
one of the attorneys would be responsible for requesting a transcript which
could be obtained from the court reporters or from transcribing the meeting
from audio tape at the cost to the appealing employee. The purpose of the
summary minutes is for purposes of the Commission having content knowledge of
the meeting and the employees to have knowledge. Official transcripts would be
obtained from court reporters.
REAPPOINTMENT INTEREST
Mr. Hovland presented that Commissioner Nies’ term is set to expire and wished
to know if she was interested in being reappointed to the Civil Service
Commission. Commissioner Nies stated she would in fact be interested in
reappointment.
REASSIGNMENT (PROMOTIONAL) REGISTER
Water Distribution Supervisor
It was moved by MacGregor and seconded by Nies to establish the reassignment
register at 82.00% as follows:
David Kratochvil
Mike Klemish
Don Zhorela
Shirley Litchy
All approve, motion carried.
ADJOURNMENT
It was moved by Kvasager and seconded by MacGregor to adjourn the March 11,
2004 Civil Service Commission meeting. All approve, meeting adjourned. The
meeting adjourned at approximately 3:43PM.
