Members present: Bakken, Bouley.

3. Request from Special Olympics for promotional events on May 31 and June 1.
Mike Meyer, Special Olympics North Dakota, stated the event includes the law enforcement torch run, that runs through ND, (comes down Highway 2 to Home of Economy, on Washington Street to Leevers parking lot) and in conj. with that tomorrow and Thursday law enforcement personnel with the radio station will be on billboard in the Hardee’s parking lot promoting the Torch Run, the State Summer Games and trying to raise funds. The fire department approved the request. Moved by Bouley and Bakken to approve the request contingent upon approval by the city attorney and by the police department. Motion carried. (Comm.only)

4. Matter of surplus property in the fire department (1970 fire pumper)
Fire Chief O’Neill presented request to declare a 1970 General Fire truck to be surplus property and offer for sale with proceeds from the sale to remain within the fire department budget in order to purchase necessary equipment for the ISO audit that is going to be done in September, that they need additional nozzles, etc. that will cost several thousand dollars and hope to get somewhere in neighborhood of $3 to 5-6,000 for this truck. Moved by Bouley and Bakken to declare this property as surplus and offer for sale. Motion carried.

5. Application for gaming permit:
a) Cottonwood Community Church - raffle 8/01/00
Moved by Bouley and Bakken to approve the application contingent upon approval by the city attorney. Motion carried. (Comm.only)

1. Matter of increasing traffic fines to offset retention of Community Service Bureau positions.
Capt. Kjelstrom distributed information relative to proposing changes in areas of traffic fees and fines to provide revenue to offset the retention of 9 Neighborhood Resource officers in the Community Service Bureau and recommended changes. After some discussion the following changes were suggested: Speeding: 1-15 mph over limit and 16-20 over, increase of $20.00; Speeding 21-25 and 26-35 increase of $30.00, and Speeding 36-45 over speed limit an increase of $50.00; increase of $30.00 in stop sign and stop light violations; miscellaneous traffic violations, $30.00 increase; miscellaneous equipment, $20.00 increase; and open container, increase of $30.00. It was noted they could not change the fees for DUI and DUS/DUR. Moved by Bouley and Bakken to approve the increase in fines as stated. Motion carried.

2. Matter of increasing parking fines, and animal pickup fees.
Chairman Bakken suggested that parking should be increased by $10.00. Capt. Kjelstrom stated their biggest problem is in the winter time with people not moving their vehicles, etc. and that they have a substantial increase in their towing bill because of number of cars that have to be moved (either around corner, etc.) Moved by Bouley and Bakken to approve a $10.00 increase on parking violations. Motion carried.

b) Animal Pickup Fees.

Capt. Kjelstrom stated that the pickup fee on cats and dogs is $20.00 (cost of salary of CSO
and time they spend transporting them to the Animal Shelter - ½ to 1 hour depending on the animal). Pete O’Neill stated that finding a dog at large is more accidental, not intentional. After some discussion it was moved by Bouley and Bakken to increase the animal pickup fee by $15.00. Motion carried.
