MINUTES/PUBLIC SAFETY COMMITTEE
Monday, September 18, 2000 - 7:15 p.m.
Members present: Bakken, Babinchak, Martinson.
1. Matter of request by Red River High School to hold bonfire on Wednesday, September
20 - north end of Cushman Field in throwing pit area, and noise variance
.
Fire Chief O’Neill stated that there was no problem with the event. Moved by Babinchak and Martinson to approve the request subject to fire department review. Motion carried.
2.
Matter of applications for gaming permits:
a) Moot Court Assn., UND Law School - raffle 10/05/00
b) American Assn. of University Women - raffle 04/21/01
Moved by Martinson and Babinchak to approve the applications subject to adoption of resolution recognizing the group to be public spirited. Motion carried. (Comm.only)
3.
Budget amendment:
a) Health Department - $3,159.00
b) Health Department - $180.00
The applications reflected additional revenue a) equalization of city and grant fiscal cycles and b) to cover anticipated cost of telephone expenses. Moved by Babinchak and Martinson to approve the budget amendments. Motion carried.
4. Matter of authorization for debris removal/site reclamation of 309 S. 3rd Street (Viets
site)_____________________________________________________________________
Terry Hanson, Urban Development, presented information - that on corner demolition going on of the antique store building and requested to change order that contract to cover removal/site reclamation of this property - Robinson Excavating - in the amount of $1,950.00 to remove debris leaving in place foundation, filling hole with clay and spreading topsoil. He stated this is historical site and that an archeological team will be coming in to dig through etc. sometime in next year. He also noted that there is insurance on the building and when collect, will cover cost of this, otherwise Historical Mitigation or Acquisition funds. It was noted that the police and fire departments have completed their investigations and Chief O’Neill stated they will release findings tomorrow. Moved by Babinchak and Martinson to approve change order with Robinson Excavating in the amount of $1,950.00 for removal and disposition of debris along with removal of structure at 321 South 3rd Street. Motion carried.
Moved by Babinchak and Martinson to adjourn; meeting adjourned at 7:30 p.m.
