Members present: Kreun, Glassheim, Hoff, Klave.

Matter of roof removal of 815 Almonte Avenue.
Scott Ripplinger presented information re. routes for moving house from its present location, unable to move down Belmont Road or on Reeves Drive as house too tall and too wide; that they surveyed residents on 8th Avenue South with no objections, however, when the Park District talked with residents two residents objected re. trimming of the trees, and only alternative is to take off top of house - that they have started basement and unable to afford to do that, and talked to Urban Development to help with funding for that - est. cost $12,800. It was noted that Urban Development could take from funding from sale of other houses, and could be possible source of funding if decide to do it. Chairman Kreun noted that each property has specific consideration and take each one independently; that it was a 4 block area where had problem. After further discussion it was moved by Glassheim and Hoff that the City provide an amount not to exceed $12,800 towards removal of the roof of the house. Motion carried.

Consideration of construction bids:
a) 2000 Forcemain and Watermain Relocations, Projects Nos. 4814 and 4816.
Tom Hanson, WFW, presented bid summary and noted that there were discrepancies in the bid submitted by Wagner Construction, Inc. (the name of the bidder on page 00310-1 was not completed, Addendum No. 1 was not acknowledged on page 00310-1; none of the blanks on page 00310-3 were completed; and the revised bid form provided in Addendum No. 1 was not used, therefore prices for all items were not available; and because of these irregularities there is no way to establish the price of the bid, and recommended that committee find the bid of Wagner Construction, Inc. non-responsive; to award the bid to Industrial Contract Services to be lowest responsible responsive bid.
There was some discussion re. City’s bidding procedures, and that City has been very dogmatic about bidding procedures on projects. Reps. of Wagner Construction felt those items very minor. It was also noted that there is a $18,000 difference in bids.
After further discussion it was moved by Glassheim that we find

the bid of Wagner construction as un-responsive and reject the bid; and that we award bid to Industrial Contract Services, Inc. in the amount of $593,322.00. It was noted that they could wait on awarding of the project and get info from AGC re. proper practices.
After further discussion it was moved by Glassheim and Klave that we hold the motion in committee and place on next Monday’s public service committee agenda. Motion carried.
b) Lift Stations No. 1 and No. 5, Projects Nos. 4809 and 4811
Mr. Hanson reviewed bid summary, and noted that Moorhead Construction Co., Inc. had stated an error on their bid and asked to withdraw their bid without going after bond. It was moved by Glassheim and Hoff that we allow Moorhead Construction, Inc. to withdraw their bid without affecting bid bond; and to award bid under Schedule B as follows: General - Construction Engineers, $1,238,817.00; Electrical - Rick Electric, Inc., $321,354.00; and Mechanical - McFarlane Sheet Metal, $35,600.00. Motion carried.
3.
Change order for Town Square project.
Mr. O’Leary stated there was no sound system included in the project and that it is essential that Town Square have a sound system to accommodate speeches and small groups that do not carry their own sound equipment; that they have found a set-up that will provide CD and tape capacity for pre-recorded music, four weather-resistant speakers, cordless microphones and user-friendly controls for the amplifier, mixer, etc. and equipment can be permanently housed on site; bid includes installation. Moved by Klave and Hoff that we amend Baukol Builders contract on Town Square to include a sound system for an amount not to exceed $12,542.00. Motion carried.
Moved by Glassheim and Hoff to adjourn, meeting adjourned at 7:-- p.m.
