CITY OF GRAND FORKS - BOARD OF EQUALIZATION
April 11, 2000

The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in Room A-102 on Tuesday, April 11, 2000 at 7:00 p.m. with Mayor Owens presiding. Present at roll call were Council Members Brooks, Hamerlik, Bouley, Glassheim, Klave, Beyer, Babinchak, Bakken - 8; absent: Council Members Polovitz, Lucke, Carpenter, Lunak, Hafner, Martinson - 6.

Mel Carsen, city assessor, stated that the city council sits as the Board of Equalization to consider the assessments for 2000 as established by the city assessor’s office; and that this meeting is scheduled for the second Tuesday in April. He stated that typically they receive the protests which are then forwarded to the finance committee for consideration at some later date, and that the Board of Equalization will meet to consider recommendations from finance committee on May 1.

RECEIVE PROTESTS ON ASSESSED VALUATION
OF PROPERTY

Mr. Carsen presented two written protests:
1) Greg Schneider for the following properties: 1128 32nd Avenue South and 224 North 4th Street.
2) Jeff Stumpf, 2114 12th Avenue North.

Mr. Schneider, Dakota TV & Appliance, stated that the taxes on their new building at 1128 32nd Avenue South have increased $5,000 this year - from $15,000 to $20,000 based on what the value of the building might be; that he has been working with Mr. Carsen on trying to get the actual costs of the building and asked that the committee look at that. He also stated that the value on their building located downtown, 224 North 4th Street, increased 120% and feels that is exorbitant; and also asked that this be looked at.

3) Dick Evers, 105 Victoria Court, presented request in writing; and stated that he purchased house for $82,700 the end of December, 1999, and now assessed at $91,600; and feels entire neighborhood over assessed.

The protests were referred to the finance committee for their meeting tentatively scheduled for Monday, April 24, at 3:00 p.m.

RECESS

It was moved by Council Member Babinchak and seconded by Council Member Hamerlik that the Board of Equalization recess to and reconvene on May 1, 2000 as approved by the city council at their meeting on April 3, 2000. Carried 8 votes affirmative.
