MINUTES/GROWTH FUND AUTHORITY (JDA)

The city council of the city of Grand Forks sitting as the Growth Fund Authority (JDA) met in the council chambers at City Hall on Monday, April 16, 2001 at the hour of 6:45 p.m. with President Gershman presiding. Present at roll call were Council Members Brooks, Bjerke, Stevens, Hamerlik, Gershman, Lunak, Christensen, Klave, Bakken, Kreun, Martinson, Mayor Brown - 12; absent: Council Members Burke, Glassheim - 2; 1 council seat vacant.
ACCEPT BIDS FOR CONSTRUCTION AT 201 SOUTH
4TH STREET
Terry Hanson, Urban Development, reported his office opened bids on April 1 for the renovation of the former County Office Building located across the street from the Court House and across the street from the new County Office Building - will renovate the top two floors for leasing to Center, Inc. for an adult and adolescent treatment facility for chemically dependent/alcoholic dependent residents - that this is a transition or half-way house. He stated they received excellent bids, reviewed the bids and requested acceptance of the low bids, contingent upon four items: upon JDA receiving a building permit, upon the city attorney reviewing the contracts for the contractors, upon receipt of a signed lease by Center, Inc., the tenant of the facility, and upon transfer of title to the JDA by the County.
Council Member Christensen asked for a copy of the proposed lease agreement between JDA and Center, Inc. Mr. Hanson stated that Center, Inc. will be the tenant and lease is still being drafted, and that is one of the conditions of accepting the bids; and that the city council will review lease prior to signature.
It was moved by Council Member Lunak and seconded by Council Member Bakken to accept the following low bids and authorize staff to proceed with executing contracts as follows: general construction to Innes Construction for $388,000, including Alternate G-1; mechanical construction to Grand Forks Heating for $239,991; electrical construction to Bergstrom Electric for $99,645, including Alternates E-1 and E-2; contingent upon the following items: upon JDA receiving a building permit, upon the city attorney reviewing the contracts for the contractors, upon receipt of a signed lease by Center, Inc., the tenant of the facility, and upon transfer of title to the JDA by the County of Grand Forks. Upon roll call the following voted “aye”: Council Members Brooks, Bjerke, Stevens, Hamerlik, Gershman, Lunak, Christensen, Klave, Bakken, Kreun, Martinson, Mayor Brown - 12; voting “nay”: none. President Gershman declared the motion carried.
ADJOURN
It was moved by Council Member Brooks and seconded by Mayor Brown that we adjourn. Carried 12 votes affirmative.
