MINUTES/PUBLIC SAFETY COMMITTEE
Monday, November 1, 1993 - 7:00 p.m.
Members present: Crawford, Hoeppner.
1. Matter of waiver on height requirements for downtown
Christmas decorations.
The committee reviewed the request; Code requires 18 ft, and request is for variance to 14.5 feet. Mr. Vein stated that if that height maintained, won't be a problem. It was moved by Crawford and Hoeppner to recommend that the decorations be placed at a minimum height of 14.5 feet, subject to signing of a hold harmless and indemnity agreement. Motion carried.

Matter of City Hall parking.
Pat Owens and John Thompson reviewed proposed parking and signage in City Hall parking lots. It was noted that there have been no complaints re. restrictions on the street; and that council members may park in any lot and/or on street at any time, with issuance of visitors pass. Moved by Hoeppner and Crawford to sign the south lot on 2nd Avenue North for overflow "Red Lot" parking; the lot would be restricted only from 7:00 a.m. to 6:00 p.m.; the School District has agreed to let the City use this as part of the Red Lot with the stipulation that 3 stalls be designated for School District staff; that in addition 7 new Red Lot permits will be distributed by the mayor's office to the following: 5 assessing department; 1 city attorney; and 1 management information services; and that the only change in the north lot is to post 8 parking spaces for engineering/inspection use only and relocate the handicapped parking stall closer to the approach walk entrance to the City Hall annex. Motion carried.
3.
Amending to site authorization for Grand Forks Blue Line.
An application from Grand Forks Blue Line to amend their site authorization at McMenamy's Tavern, State Mill Road, by increasing number of tables from 1 to 2, was reviewed by the committee. It was moved by Crawford and Hoeppner to approve the application for amendment. Motion carried. (committee only)
