MINUTES/URBAN DEVELOPMENT COMMITTEE
Tuesday, December 28, 1993 - 12:00 Noon
Members present: Lien, Carpenter.
1.
Matter of beautification funds.
Curt Siewert and Terry Hanson reported this is billing from Park Board for reimbursement in the amount of $3258, and could be paid with bill listing. Mr. Hanson stated he would address carryover of funds at a later date. No action required.
2.
Matter of job description for housing maintenance supervisor.
John O'Leary presented proposed job description and reviewed with the committee; that the Housing Authority has been discussing plan to put into effect a maintenance division. He reported that the Housing Authority presently administers $12 million in project based assistance; that as units get older require more maintenance, and they are proposing that a maintenance schedule and approach be implemented under the housing maintenance supervisor. Mr. O'Leary stated that they would house this person on site of one of the complexes.
He reported that the Housing Authority Board thinks it's good idea to establish a maintenance division in Housing Auth. and has approved the job description. He stated that after consideration by this committee, the matter will go to finance committee and if approved, to civil service for ranking, before final action by council. It was also noted that this individual would be a permanent, full-time City employee.
Mr. Carpenter questioned whether some jobs could be contracted out rather than maintenance people doing them. Mr. O'Leary stated some maintenance is contracted now.
Moved by Lien and Carpenter to approve the job description. Motion carried.
3.
Matter of financing housing construction in Burdick's Resub.
Mr. O'Leary reported that he will be meeting with EAPC re. specs. for houses, will do 11 in 1994, and possibly will receive another half million to do another 4-5 this year. He stated they will possibly have one contractor to do all basements, one to do foundations and footings, framing can be done by small contractors, one contractor for all kitchen cabinets, etc. He noted there isn't match on Home Program, in 2 years 30% match, can do with cash match or with tax exemptions and were recommending tax increment bonds. He stated they were asking committee to refer to Planning and Zoning to set up tax increment district of Burdick's Resubdivision, float bonds for first 11 units, put money into escrow, with rents to retire bonds; in two years, when match required, will have cash match. He noted problem not in keeping houses filled, but problem establishing selection procedure for tenants. He also noted that Habitat for Humanities will have access to property.

Moved by Carpenter and Lien to refer to Planning and Zoning Commission the matter of creating a tax increment district for Burdick's Resubdivision. Motion carried.
