MINUTES/COMMITTEE OF THE WHOLE
Monday, January 18, 1993 - 12:00 noon

1. Roll call: Members present: Council Members Beach, McCabe, Hoeppner, Hanson, Crawford, Carpenter, Lien, Beyer, Shores - 9.
Mrs. Beyer, chairman of the Highway 2 Beautification Committee, chaired the meeting.

2. Matter of highway beautification funding.
Hugh Kveit, KBM, reported that a meeting was held with the Beautification Committee and landowners along Highway 2 and
and plan has been developed.

Bob Close presented plan to the committee; that concept had to do with beautification and screening; that area starts at Airport Road and terminates at North 55th Street. He stated this is bleak road - and have looked at screening of auto recycling and salvage yards; that because of high saline soil, difficult to get things to grow, and they are looking at ways of modifying soils and environmental concerns. He stated they are looking at creating wind screening along north side of road - foundation of plan is plants, use of grasses that will tolerate adverse condi-tions; wildflowers; importing soil (isolating new soil from existing soil); and in absence of irrigation, looking at soil additives, and grasses that need minimal maintenance. He said they are also looking at possibility of a bike path on the south side, and looking at a "welcome" sign at west end of the project.

It was noted that funds for the project have been appropriated.

After discussion it was moved by Hanson and Lien to approve concept, negotiate price for purchase of necessary land (approx. 20 acres), and direct consul-tant to prepare plans and specifica-tions. Motion carried.

3. Adjourn.
It was moved by Lien and Beach that we do now adjourn. Carried 9 votes affirmative.
