Members present: Kulas, Johnson, McCabe, Shores.

Protest of assessor's 1994 valuation of property:
a) Rodney Medalen, 3504 - 11th Avenue North, #7
b) Rodney Medalen, 3504 - 11th Avenue North, #21
Mel Carsen, city assessor, reported these properties had received increases in value to $35,300 and $39,400, and after discussing the matter with Mr. Medalen, he dropped his protests. Mr. Carsen recommended that the City Board of Equalization uphold the 1994 assessor's values of $35,300 on Unit #7 and $39,400 on Unit #21. Moved by Johnson and McCabe that we uphold the values set by the assessor's office. Motion carried.

c) Bill James, 606 Plum Avenue.
Mr. James was present and stated he felt value too high for condition of house, and made comparison with neighboring property. Mr. Carsen reported that this house in area which received increase in value by a 10% neighborhood factor; and reviewed comparable sales with the committee and with Mr. James. He reported that they inspected the property and made a new appraisal and were recommending a reduction in the 1994 value from $88,200 to $78,400. It was noted by the committee that values have increased because of demand caused by low interest rates, and that it is a seller's market. Moved by Shores and Johnson that we accept the assessor's recommendation and reduce the 1994 value from $88,200 to $78,400. Motion carried.
d) Roland Nasinec, 2200 S. 29th St., #73-S
Mr. Nasinec stated he owns condo in Columbia park Towers Condominium; that he feels assessed value on property too high; that he received assessed value on the land, which belongs to Columbia Park Towers Condo. Assn. Mr. Carsen reported that under the Condo Assn. covenants, units own proportionate share of com-mon hallways, land, etc. He reported that this property received an increase in value by a 10% factor for 1994; and reviewed com-parable sales. He stated that the upper floor units sell for more than lower floor units; originally sold for the same price but have now taken into consideration location within building, windows, etc.; and that comparable sales seem to support their value. Moved by Johnson and Shores to accept the assessor's value of $52,000 based on comparable sales. Motion carried.
e) Michael Tetrault, 917 South 9th Street
Mr. Carsen reported that this property value increased by 8% to $58,700, that since the protest they inspected the property and made a new appraisal which they feel supports their value of $58,700. Moved by Johnson and McCabe that we uphold the current value of the property. Motion carried.

f) Martin Lund, 919 South 9th Street
Mr. Lund stated he had protested increase in valuation in 1990 from $58,522 to $64,000, and they received reduction to $59,800; that they have lived in house for 47 years, and doesn't think they could sell house for $64,500. Mr. Carsen reported this property received 8% increase, that they made inspection and new appraisal which supports their value of $64,500. Mr. Lund questioned value placed on the lot, and Mr. Carsen explained they value lot as if vacant. Mr. Lund also stated they should look more closely at neighboring properties. After further discussion it was moved by Johnson and Shores to uphold the assessor's value of $64,500. Motion carried.
g) Orrin and Marilyn Abbey, 2823 Knight Drive
h) Orrin and Marilyn Abbey, 2825 Knight Drive
Mr. Carsen reported that the Abbey's own two townhouses on Knight Drive, increased because owned and occupied by handicapped person, so that there was a substantial increase, and that they wish to withdraw protests on both properties. Moved by Shores and McCabe to uphold the assessor's valuation of $42,600 on 2823 Knight Drive and $61,600 on 2825 Knight Drive. Motion carried.
i) Gregory Norman, 822 South 9th Street
Mr. Carsen reported that Mr. Norman unable to attend, and they will re-schedule.
j) Jim Fish, 112 Chestnut Street
Mr. Carsen reported that Mr. Fish called their office and concurs with the new valuation. He reported this property had received increase in value by a 10% neighborhood factor to $72,000; that they have re-inspected and made new appraisal, and recommended a reduction to $68,500. Moved by Shores and Johnson to accept the assessor's recommendation and reduce the 1994 value from $72,000 to $68,500. Motion carried.
k) Charlotte Ohlheiser, 415 4th Avenue South
Mr. Carsen reported they had increased value for 1994 by a 10% neighborhood factor to $48,100; that they have inspected property and made new appraisal which supports their value. Moved by Johnson and McCabe to uphold assessor's value of $48,100. Motion carried.
l) Melodie Reese, 108 Conklin Avenue
Mr. Carsen reported they increased value for 1994 by 10% neighborhood factor to $42,900; that they have made new appraisal, and are recommending reduction in value from $42,900 to $39,600. Ms. Reese stated she thought taxes high before increase, that she is single parent who just went on disability in January. Mr. Carsen stated that she may qualify for tax credit for 1994 taxes in 1995 and they will look into that. Ms. Reese stated she was agreeable with recommendation. Moved by

McCabe and Shores to approve assessor's recommendation to reduce the 1994 value from $42,900 to $39,600. Motion carried.
m) Jeff Tiedeman, 30 Conklin Avenue
Mr. Carsen reported that the value of the property increased by 10% neighborhood factor for 1994 to $38,100; that they made a new appraisal and were recommending a reduction in value from $38,100 to $29,000; that he had talked with Mr. Tiedeman and he is agreeable. It was moved by Johnson and McCabe to reduce the assessor's 1994 value from $38,100 to $29,000. Motion carried.
n) Marvin Leier, 2602 South 10th Street
Mr. Carsen reported they had increased value of this property for 1994 by 10% on the land and 7% on the improvements to a value of $91,600; that they made a new appraisal and were recommending a reduction in valuation of the property to $88,200; that they sent report to Mr. Leier and hadn't heard from him. Moved by Shores and Johnson to accept the recommendation of the assessor to reduce the 1994 value from $91,600 to $88,200. Motion carried.
o) Robert Bushfield, 4911 Belmont Road
Mr. Carsen reported this property had been increased due to a 15% neighborhood factor, that after an inspection of the property, they were recommending a reduction in value for 1994 from $98,900 to $92,100. Mr. Bushfield was agreeable with assessor's recommendation. Moved by Shores and Johnson to accept assessors recommendation to reduce value of this property from $98,900 to $92,100. Motion carried.
p) Adelaura O'Connell, 3221 6th Avenue North
Ms. O'Connell was not present. Mr. Carsen reported that the property value had been increased for 1994 by an 8% neighborhood factor, they inspected the property and made a new appraisal, and were recommending a reduction in value from $82,800 to $76,300. Moved by Johnson and Shores to accept assessor's recommendation. Motion carried.

q) Curtis Tanabe, 415 27th Avenue South
Mr. Carsen reported that this property received an increase by a neighborhood factor; that after talking with Mr. Tanabe, he had withdrawn his protest. (It was noted that the bank willing to use that appraisal for an equity loan.) Moved by Johnson and Shores to uphold assessor's value of $90,500. Motion carried.

r) Don Anderson, 814 28th Avenue South
Mr. Anderson reported he had an independent appraisal of

property, $83,000, refinanced and bank would not go above value, house needs work, and feels appraisal of $90,400 too high. Mr. Carsen reported they had increased land by 10% and 7% increase on improvements, that they made new appraisal using both cost and market approaches which indicate a value range from $91,800 to $93,200, and recommended upholding their value of $90,400. After further discussion it was moved by Shores and Johnson that we uphold the assessor's valuation of $90,400. Motion carried.
s) Alphens Forsman, 1015 28th Avenue South
Mr. Carsen reported this is single family home with basement apartment, that they increased value by 10% on the land and 7% on improvements to a value of $78,700; that they inspected the property and made a new appraisal using cost and market approaches, and recommended upholding their value. Mr. Forsman stated that lot is small, and he felt value too high. Committee felt that land value too high because of apartments across street and that 28th is busy street. Moved by Shores and Johnson to reduce the land value and adjust valuation on the property to $76,700. Motion carried.
t) Susan Reinertson and Paul Jacobson, 1106 25th Avenue South
Mr. Jacobson stated they purchased property for $76,000 and assumed $326.41 in specials; property is located across street from St. James Apts. and that they couldn't sell property in November for $82,000. Mr. Carsen reported they have made new appraisal of the property using cost and market approach and recommended upholding the assessor's value of $81,600. He reported that property has family-room addition, and reviewed comparable sales with committee. Moved by Johnson and Shores to uphold the assessor's value of $81,600.00 based on comparable sales. Motion carried.
u) Butch Riske, 3318 Primrose Court
Mr. Riske reported that he built house himself, property assessed at $144,000, received two-year abatement which has now expired, and value of property increased by $40,000. He stated sales prices over-inflated, and was objecting to 27% increase at one time. Mr. Carsen reported they inspected property and rechecked their appraisal, and adjusted value to the market, and were recommending the committee uphold their value for 1994 of $184,400.
After further discussion it was moved by Kulas and Shores that we recommend a reduction in value for 1994 to $175,000 (with assessor to review valuation the following year). Motion carried.

w) Linda Quamme, 2566 Glen Circle
Mr. Carsen reported that property received an increase by an 8% neighborhood factor, and that after talking with Mrs. Quamme, she is withdrawing her protest, and recommended upholding the assessor's value of $101,600. Moved by Johnson and Shores to uphold the assessor's value of $101,600. Motion carried.
x) Robert Jacobson, 1015 Reeves Drive
Mr. Carsen reported that protest involves a single family home, that property increased from $93,900 to $109,100, that after talking with Mr. Jacobson, he wished to withdraw his protest, and recommended that the Board uphold the assessor's value of $109,100. Moved by McCabe and Johnson to uphold the assessor's value of $109,100 for 1994. Motion carried.
y) James and Suzanne Fry, 3007 Elmwood Drive
Mr. Carsen reported this property received an increase in value from $19,300 to $103,900; that after talking with property owners, they withdrew their protest; and recommended upholding the assessor's value. Moved by Shores and McCabe to uphold the assessor's 1994 value of $103,900.00. Motion carried.
z) Max Allard, 1023 15th Avenue South.
Mr. Carsen reported that this property had received increase in value for 1994 from $71,700 to $82,700; that they reviewed appraisal and recalculated value using cost and market approaches, and recommended a reduction in the 1994 value to $76,300. Moved by Johnson and McCabe to approve assessor's recommendation to reduce the 1994 value from $82,700 to $76,300. Motion carried.
The committee scheduled meetings for May 24 and May 31 at 2:45 p.m. to hear the balance of the protests.
