MINUTES/PUBLIC SAFETY COMMITTEE
Monday, January 10, 1994 - 3:45 p.m.

Members present: Crawford, Geller, Hoeppner.

1. Matter of bid specifications for fire department staff
vehicle.
Jerry Anderson, fire dept., reviewed specs. with the committee; that they need Chevrolet Suburban with 4-wheel drive, that this is only company that can make vehicle they need, would like to submit bids for Suburban and limit to Grand Forks trade area; and reported that this is a budgeted item, $30,000 budgeted. He stated that in the past had 3/4T pickup with utility type box, but not very satisfactory for their purposes; that they don't need hauling capacity, pulling sometimes, that this type of vehicle would suit their purposes better than pickup. Moved by Geller and Hoeppner to approve bid specifications, and authorize call for bids. Motion carried. (committee only)

2. Applications for gaming permits:
a) United Lutheran Church - bingo on February 7
b) Coon 'N Crockett Muzzleloaders, Inc. - raffle on July 31
The city attorney had reviewed and approved the applications for gaming. It was moved by Crawford and Geller that these applications be approved. Motion carried (committee only)

3. Matter of parking problem on Rider Road.
Wayne Garr reported that problem occurs on Tuesdays - street cleaning days; that there is no parking on east side of Rider Road and no parking on west side on street cleaning days from Fallcreek Court to Springbrook Court; however, kids from Red River park on street - they prefer to park on street rather than in lot (new lot is open and school has been in session for week) and situation has not improved. He stated street not cleaned in 6 weeks; City plows middle of street and tickets vehicles; that this is on-going problem because more snow this year.

Al Grasser reported that there is allowance in Code if problem bad enough - snow emergency (install temporary signs, tow vehicles and clean); that they don't do as routine but if situation bad enough, can do. It was noted that as there is no parking on one side of this street which is getting cleaned. The committee suggested perhaps street could be cleaned late afternoon when school is out and students have moved their cars. Mr. Garr stated he will live with problem if City can't do anything - he is going to be gone for 4 weeks.

It was moved by Hoeppner and Geller to receive and file. Motion carried.
