MINUTES/PUBLIC SAFETY COMMITTEE
Monday, February 28, 1994 - 3:45 p.m.

Members present: Crawford, Geller, Hoeppner.

1. Request by Northeast ND Division March of Dimes to hold
annual "Walk America" event on April 24, 1994.
Chief Paschke reported he had received a call from Janell Hunt, Director of NE ND Division of March of Dimes, outlining route of walkathon, that there will be adequate security/safety patrol; and that they have no problem with the request. A communication from Ms. Hunt (who was unable to attend meeting) was reviewed by the committee. Approval of the request was moved by Hoeppner and Geller. Motion carried.

2. Matter of signage at Park Drive and Cottonwood Street.
Several residents of the area were present, including Ruth and Dwight Thompson, 523 Park Drive. They stated that intersection of Park and Cottonwood is only uncontrolled intersection between Belmont and Washington, that there have been number of accidents (vehicles ending up on lawns), and that probably more concern re. speed than with amount of traffic. It was noted that they appeared before committee last year, and committee ordered branches of trees trimmed because of sight distance impairment, that was done, and situation has not improved. It was noted that there is an increasing number of children in the neighborhood, and accident potential is greater.
John Thompson, traffic engineer, asked committee to hold to allow him time to look at the situation. Held in committee for 2 weeks.

3. Application for liquor license at Lincoln Golf Course
(Robert L. Montgomery, Southgate Off Sale & Lounge).
It was reported that the application had been reviewed and approved by the city attorney and the police department. Moved by Geller and Hoeppner to approve the application. Motion carried.

4. Matter of police auction (May 21).
Chief Paschke reviewed schedule for police auction to be held on May 21; publication of legal notice, general information on items for sale (incl. approx. 55 vehicles, 250 bicycles, and 150 parcels/lots of miscellaneous items), and asked if they should notify local auction companies only or include surrounding areas (those listed in the yellow pages in telephone directory). Moved by Geller and Hoeppner to approved schedule and to notify auction companies listed in telephone directory. Motion carried. (comm. only).

5. Request to purchase security equipment for Police Bldg.
(sole source supplier).
Chief Paschke asked for authorization to purchase equipment (main entry doors locking equipment) from Electro Watchman, Inc., Moorhead, MN in the amount of $3,800; money is budgeted. He

stated that doors would be locked during evening hours and early morning hours; doors will automatically lock (doors have panic bars), with phone in entry. He also stated they can over-ride automatic locking for scheduled meetings/clinics, etc. Moved by Hoeppner and Crawford to approve request for installation of the security equipment by Electro Watchman, Inc. at a cost of $3,800. Motion carried. (committee only)

6. Matter of amendment to Grand Forks City Code, Section 8-0204.
Howard Swanson, city attorney, reported there is a conflict in the Code re. penalty for driving under suspension, and need to amend to follow State regulations. Moved by Crawford and Geller to amend Section 8-0204 to delete penalty, and introduce ordinance for first reading. Motion carried.

7. Matter of budget amendment (Health Dept.).
Debbie Swanson, public health nurse, reported they received money not anticipated at budget time from Medicaid claims, immunization fees and Communicable Disease Grant, and are requesting that the budget be amended to reflect the unanticipated funds. Moved by Crawford and Hoeppner to approve request and introduce ordinance to amend budget to reflect unanticipated income in the amount of $27,800. Motion carried.

8. Applications for gaming permits:
a) UND Indian Assoc.
b) Northern Valley Labor Council-AFL-CIO.
c) University Lutheran Church WELC
All applications had been reviewed and approved by the city attorney. Moved by Geller and Hoeppner to approve the applications for permits. Motion carried. (committee only)

9. Temporary and overtime statement for January.
The committee reviewed the statement. Moved by Crawford and Hoeppner to approve. Motion carried. (committee only)
