MINUTES/PUBLIC SAFETY COMMITTEE
Monday, May 23, 1994 - 3:45 p.m.
Members present: Crawford, Geller, Hoeppner.
1. Request by CBD Assn. for closing of portion of Riverboat Road
on Wednesdays in August from 11:00 a.m. until 2:00 p.m. for
Rollin' on the River.
There were no reps. from CBD Assn. present, however, it was noted that this would be on north section of ring road and they will set up barricades. Moved by Geller and Hoeppner to approve the request. Motion carried.
2.
Request for Potato Bowl parade September 24.
Steven Ulven, chairman of Potato Bowl Committee, reported parade route on University Avenue starting at YMCA to Memorial Stadium; and that they will contact Air Force Base for assistance in manning intersections. Moved by Hoeppner and Geller to approve, contingent upon coordinating the event with the police department. Motion carried.
3. Matter of parking problem/traffic congestion at corner of
South 12th Street and 24th Avenue South.
Susan Opp (Phone: 772-7026) stated there is a safety problem., they would like to have no parking on north side and to remove couple parking spaces on south side. She stated people from Professional Bldg. have no place to park because parking lot sold to Plywood Minnesota, and so are parking on that street. Mr. Thompson stated he hasn't had a chance to look at this. The committee also asked Mr. Thompson to look at bus stop at that location also. Held until 7:00 p.m. on June 6.
4. Request by Greater Grand Forks Fair & Exhibition Assn., Inc.
for carnival permit.
Application for carnival permit was presented for June 15-19. Moved by Hoeppner and Geller to approve subject to approval by the fire, health and police departments. Motion carried.
5. Matter of corporate changes in alcoholic beverage license
held by Chi-Chi's.
Held for additional information.
6.
Matter of mosquito control.
Wally Helland reported that they have advertised for bids for both aerial and ground spraying but bids won't be received until May 31.
It was noted that public safety committee will determine when spraying to be done, however, it has been left up to discretion of director of health department as to when to spray. Several residents including Gerry Joyce, Alf Strinden were present and questioned why City so late in taking bids for mosquito control. Mr. Helland stated they have been larviciding for past two weeks and trapping mosquitos to determine if encephalitis carriers,

that is their main concern; and that spraying ineffective way to control adult mosquitos, short term relief from spraying. Mr. Geller stated their primary concern is spread of encephalitis, mosquitos enormous nuisance; up to council to deal with nuisance to provide relief.
Several residents asked what purpose of 50-cent fee is if not to provide relief from mosquitos. Hoeppner stated that larviciding helps, nuisance problem, and City can't spray every week.
Mr. Helland stated that last year many frustrations with spraying; however, ground spraying is subject to same weather conditions as aerial spraying. Mr. Hagness stated that some years ago he had suggested ground spraying rather than aerial spraying, and would encourage use of ground spraying. Committee stated they have requested bids to see if there are any companies available who have equipment to cover city.
Geller suggested it would help if everyone took care of their own property - rain-gutters, puddles in yard, etc. to reduce Mr. Helland distributed copies of pamphlet re. things residents can do to help stop mosquitos from breeding, and that they would like to get authorization to mail to residents in the city, with costs out of mosquito control budget. Moved by Crawford and Geller that we instruct health department to have pamphlets printed and mailed to residents as soon as possible. Motion carried.
The matter of bids held until June 6.
7.
Matter of budget amendments.
No requests.
8. Request by police department for purchase of mobile police
radio.
Chief Paschke reported they have $3400 budgeted, received bids, and were recommending bid from Stone's Mobile under State bid at $2,997.62 for 50-watt unit, including installation. Moved by Geller and Hoeppner to accept bid of Stone's Mobile Radio in the amount of $2,997.62. Motion carried. (committee only)

Moved by Hoeppner and Geller to approve statement. Motion carried. (committee only)
11.
Matter of Ecolab parking.
Al Reyelts, rep. of Ecolab, reported they are taking on space in former Deaconess facility to handle expansion, that in front of Deaconess facility there is 30-minute diagonal parking and several parallel parking spaces, and would like to have all except 4 spaces for all-day parking; they need additional parking - they started with 25 employees, now have 125 employees and within next 3 years that will increase to 150. Mr. Geller suggested taking some time to look at long-term solution for this problem. John Thompson, traffic engineer, stated there is potential problem with Social Services who are located in former Clinic building, however, it was noted they use parking lot across street. Held until 7:00 p.m. on Monday, June 6.
12. Request to remove parking restrictions along Ray Richard's
Golf Course June 3-12 for Hole-in-One contest.
Duane Czapiewski, chief UND police, presented request for removal of parking restrictions on south side of the frontage road along the golf course to allow parking during this event. Moved by Crawford and Hoeppner to approve request. Motion carried.
13. Applications by Westward Ho Motel for special alcoholic
beverage permits.

b) Riverbank behind Lunseth's and adj. property, July 4th celebration sponsored by Sertoma Club (1:00 p.m. to approx. 11:00 p.m.)
Moved by Crawford and Geller to approve applications, subject to city attorney's review and approval. Motion carried. (Pls. note: the city attorney reviewed aps. and approved 5/24/94).
14. Request by Grand Forks Soccer Assn. for refund of temporary
restaurant license fee.
A request by the Grand Forks Soccer Assn. for refund of the $25.00 fee for temporary restaurant license issued for May 20 and 21 during State tournament was presented to the committee. Moved

15.
Request for speed limit signs on Lincoln Drive.
There was no one present to speak to this item. Mr. Thompson reported that resident was going to get petition and present to committee. Moved by Crawford and Hoeppner to receive and file. Motion carried.
