MINUTES/PUBLIC SAFETY COMMITTEE
Monday, June 6, 1994 - 6:30 p.m.
Members present: Crawford, Geller, Hoeppner.
1.
Consideration of bids for mosquito control.
Wally Helland, Health Department, reported they had received one bid for aerial spraying from Airborne Custom Spraying, at same rate as last year: $1.85/acre for first application; $1.75/acre for second application; and $1.65/acre for third or subsequent applications; and that they did not receive any bids for ground spraying. He reported that Airborne Custom Spraying bid alternate 2, which calls for City to provide liability insurance. There was some discussion re. ground spraying, and Member Geller reported that he had talked with Steve Mullally of Park Dist., that they are interested in purchasing some spraying equipment at cost of less than $10,000, on joint or cost sharing arrangement with the City, for use in parks, golf courses, etc. Mr. Helland stated they would need 3 to 5 units to do anything city-wide. Moved by Geller and Hoeppner to accept the bid of Airborne Custom Spraying in the amount of $1.85/acre for first application, $1.75/acre for second application, and $1.65/acre for third application, with City to provide all liability insurance. Motion carried.
2.
Matter of Ecolab parking.
Al Reyelts, Ecolab, was present, and had requested change in the parking restrictions on South 4th street between Bruce Avenue and Division Avenue. John Thompson, traffic engineer, submitted recommendation to remove parking restrictions adjacent to former post office site on both sides of South 4th Street. He also stated they are trying to eliminate diagonal parking because of safety aspects. Moved by Geller and Hoeppner that the 10-minute zones in front of the post office location be converted to all day parking in lieu of changing parking restrictions on South 4th Street adj. to Deaconess building, and further that Ecolab and Ken Welter (Deaconess building owner) work with CBD Parking Authority to develop county property and others across Division into usable surface lot for tenants in the old Deaconess and NICOA buildings.
Motion carried.
3. Matter of parking problem/traffic congestion at corner of
South 12th Street and 24th Avenue South.
Mr. Thompson reported he had talked with Susan Opp re. this matter and submitted recommendation to the committee, that the City Bus no longer utilizes the shelter at this location as a result of route changes, that the cars parking near the intersection could be moved by no parking here to corner signs so that sight distances are not impeded by vehicles. Moved by Crawford and Hoeppner that parking be removed on both sides of South 12th Street and 24th Avenue South for approximately 3 car lengths on all approaches to reduce congestion and improve sight distance, and removal and relocation of bus shelter as per City

Bus requirements. Motion carried.
4. Request for variance to noise ordinance - 1994 construction
projects.
Greg Opp, Opp Construction, reported they are working on several street projects and they are trying to do as fast as they can, so start at 5:00 a.m. and work late, that the work (sawing concrete, etc.) creates noise; they do respond to complaints. Moved by Crawford and Hoeppner that we grant a variance to Opp Construction Company. Motion carried.
5.
Application for airport limousine license.
The committee reviewed application by Kraig S. Kuhl, First Class Limousine, RR #2, Box 57-A, Grand Forks, for airport limousine license. It was noted that the liability insurance had been approved by the city attorney. Moved by Hoeppner and Geller that we recommend approval of the application subject to inspection of vehicles by the police department. Motion carried.
6.
Matter of budget amendments.
A request from the Health Department for budget amendment to reflect unanticipated monies in the amount of $3,417 for ND Aging Services Grant, was reviewed by the committee. Moved by Hoeppner and Geller to approve and introduce the ordinance for first reading. Motion carried.
A request from the Police Department for budget amendment to reflect unanticipated income from Narcotics Task Force overtime in the amount of $2,000 was reviewed by the committee. Moved by Hoeppner and Geller to approve and to introduce the ordinance for first reading. Motion carried.
7.
Applications for gaming permits:
a) Independent Order of Odd Fellows and Auxiliaries - raffle on 9/26/94
b) Ducks Unlimited - raffle on 9/13/94.
It was reported that both applications had been reviewed and approved by the city attorney. Moved by Geller and Crawford that these applications be approved. Motion carried. (committee only)
