MINUTES/PUBLIC SAFETY COMMITTEE
Monday, July 25, 1994 - 3:45 p.m.
Members present: Hoeppner, Johnson, Sande.
1.
Request for block parties and blocking of streets:
a) Central Plains Court from Cherry Street to Great Plains
Court on August 27.
Held in committee until Monday, August 1 at 7:00 p.m..
b) 14th Avenue South from S. 10th to S. 11th Street.
It was reported that hours of would be 5:00 p.m. to 9:00 p.m. Moved by Johnson and Sande to approve request. Motion carried. (contact person: Dick Malone, 1030 14th Ave.S.)
2. Request by ND Army National Guard (Hdq. 1st Batt. 188th Air
Defense Artillery) to hold 5K/10K Fun Run/Walk on August 13
as part of Community Awareness/Family Support Day.
There were no reps. present, and Chief Paschke had some concerns re. their request for assistance by police department and number of people that would be required to secure intersections along route. Held until Monday, August 1 at 7:00 p.m.
3. Request by BSA Troop 13 for refund of temporary restaurant
license fee.
A request for refund of $25.00 fee for temporary restaurant license for June 12-19 was presented. Moved by Sande and Johnson to approve refund of the fee. Motion carried. (comm. only)
4.
Matter of HIV/AIDS Education Grant.
Debbie Swanson, Public Health Department, reviewed grant with committee, that the grant is in the amount of $15,000, to provide HIV/AIDS education for the Grand Forks catchment area, which includes the counties of Grand Forks, Nelson, Griggs, Pembina, Steele and Walsh, with City Health Department administering grant monies and providing training. Moved by Sande and Johnson to approve grant agreement and authorize proper City officials to enter into the agreement with the North Dakota State Department of Health and Consolidated Laboratories. Motion carried.
5.
Matter of budget amendments:
Mrs. Swanson reviewed requests for budget amendments with the committee:
a) MCH grant in the amount of $24,856
b) Communicable Disease - $10,000 - increased revenue for hepatitis and other immunizations.
c) HIV/AIDS Education Grant in the amount of $15,000.
Moved by Johnson and Sande that the requests for budget amendments be approved and ordinances introduced for first reading. Motion carried.
6. Request for "no parking signs in front of Bearings and
Drives, 1300 blk. 7th Avenue South.

John Thompson, traffic engineer, reported that "no parking" signs were in place in the past and removed while building was vacant (former Bike Shop), and recommended that signs be installed for one-half block on the north side of 7th Avenue South from South 14th to the east. Moved by Johnson and Sande to approve recommendation of the traffic engineer. Motion carried.
7. Request to reduce speed limit on S. 12th Street between 10th
and 13th Avenues South.
Rosie Cunningham, 1001 South 12th Street, stated that residents had concern re. safety of children crossing street from housing complex to school. Mr. Thompson reported that speed limit in this area currently posted 25 MPH and is ignored by motorists according to the complainant, that the recent closing of access at DeMers should have reduced traffic in this area to some degree; and that he would like to request enforcement with report back to committee concerning results. He also recommended that the committee direct him to perform further study on accidents along this street between DeMers and 13th Ave.S. and to report back at their next meeting. Moved by Hoeppner and Sande to approve recommendation of the traffic engineer to study matter and report back with recommendation in two weeks. Motion carried. (comm. only)
8. Request for signs to reduce speeds on S. 36th street south of
11th Avenue South.
(Dean Schieve) Mr. Thompson reported this area of S. 36th Street between 11th and 14th Aves. S. that serves the entire Johnson's Addition is experiencing higher than normal traffic volumes due to construction activities. He recommended posting 25 mph speed limit until an alternate route is established from the south or west. Moved by Sande and Johnson to approve recommendation of the traffic engineer. Motion carried. (It was noted that signs will be removed after alternate route established)
9. Request for "no parking" signs on the streets through
Industrial Park.
Mr. Thompson reported he had received call from Judd Sondrol of McKinnon Company who reported that businesses had met re. problem of trucks parking on roadways, and shoulders of roads deteriorating. He reported that City had installed signs in the past, only to take down week later because of objections. He noted that the truck brokers, Karriers and Pro Transport had opposed the restriction at that time, and also noted that Pro Transport no longer in Industrial Park. He suggested waiting to take any action until reps. from Industrial Park corporations come in and speak to this issue. Moved by Johnson and Sande to communicate this to Mr. Sondrol and invite reps. in to see what Industrial Board's recommendation is. Motion carried. (comm. only)

10.
Consideration of bids for clothing for fire personnel.
Asst Chief Phelps reported that 2 bids received for $4,925.80 and $7,392.64, however, low bidder included addendum re. any goods which need special alterations, etc.), that because of discrepancy in bids they would like to reject bids and call for new bids. Moved by Sande and Johnson to reject the bids, and to call for new bids. Motion carried. (committee only)
11.
Applications for gaming permits:
a) Dakota Boys Ranch - raffle August 27
b) St. Michael's Men's Club - raffle and bingo for year ending June 30, 1995.
c) North Star Quilters Guild - raffle on December 3
d) St. Mary's Church Altar Society - raffle on September 25.
All applications had been reviewed and approved by the city attorney. Moved by Hoeppner and Sande to approve the applications. Motion carried. (committee only)
12. Request from The American Cancer Society for variance to
noise ordinance on August 12 during Relay for Life at
Cushman Field.
There were no reps. of organization present; communication submitted requested variance to 11:30 p.m. on August 12 during a Relay for Life to be held at Cushman Field on August 12 and 13th, with band scheduled for August 12 from 8:30 p.m. to 11:30 p.m. Moved by Hoeppner and Sande to allow variance to 11:30 p.m. on August 12, with direction from the committee that they play only to the audience and not to the town. Motion carried.
13.
Matter of ground spraying for mosquito control.
Mr. Johnson as member of Board of Health asked committee to consider possibility of ground spraying, that Richard Compton, Lloyd's Lawn & Tree Care, Inc. had made presentation to the Board of Health, outlining advantages of ground spraying over aerial spraying, at cost of approx. $6,000 per application, using same type of machine used by Park Board, with spraying done in early morning hours. Mr. Johnson moved to ground spray in Grand Forks at cost of $6,000 per application, with two sprayings to be done; Sande seconded the motion.
Richard Compton, Lloyd's Lawn & Tree Care, Inc., presented proposal to the committee for ground spraying of the entire city: and compared ground spraying vs. air spraying: safety, economics, effectiveness and availability flexibility; that degree of hazard very slight, that they would spray during nighttime hours (between 2:00 a.m. and 8:00 a.m.), would spray at regular intervals; that they could spray 3 times for price of 1 aerial spray (less waste due to more effective system of spraying); flexibility: spray at regular intervals, or for special events, holidays, etc. Mr. Compton stated his proposal is to spray at regular intervals, approx. 6 to 8 applications per

season, at cost of $6,000 per application, with spraying to be done in early morning hours. He also reported he is licensed for spraying of toxic chemicals in North Dakota.
Mr. Hoeppner noted that the City gave Park Board $5,000 for machine to ground spray; that Fargo did a ground spraying and are monitoring to see effectiveness of that spray. He also noted that aerial spraying takes approx. 2 hours to do entire city, that he didn't see how they would be able to do entire city in one night with two machines. Mr. Compton stated that if they need more than two machines, would purchase additional equipment. He also noted that machines don't make any more noise than new lawn mower and noise would be for very short time. He stated he thinks they can do better job with ground spraying than aerial spraying, and would come up with bid proposal if requested.
After further discussion and upon call for the question, the motion carried; Hoeppner voted against the motion.
