MINUTES/PUBLIC SAFETY COMMITTEE
Monday, August 8, 1994 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande

1. Application by Whiskey Point Saloon for special permit to
sell alcoholic beverages - beer garden on August 27.
Moved by Sande and Hoeppner to approve the application. Motion carried.

2. Matter of renewal of Joint Powers Agreement for Emergency
Management Program.
Jim Campbell, Emg. Mgr. for City and County of Grand Forks, asked for concurrence and asked committee to forward to the council; that the agreement is the same as that signed in 1989 establishing the office; and agency is managed by Emg. Management Board consisting of Jerry Hoeppner, Gary Malm and Joe Simon and is funded 50% through State from FEMA and 25% each from City and County.

Johnson present.

Moved by Hoeppner and Sande for approval of agreement renewal.
Motion carried.

3. Matter of enforcement of 11:00 p.m. curfew.
Larry Cobert, General Services Administration, agency in charge of Federal Bldgs. in the city, stated that they have had 6 trucks in parking ramp vandalized this year (broken window, antennas, and gas caps pried off), that these incidents occur after 11:00 p.m.; that he has talked to Dick Jackson and has talked to police department and was told there is nothing they can do. He stated that he has had 5 bikes stolen off his private property; that graffiti sprayed on bikepaths, etc. and that something needs to be done. He stated last incident 2 weeks ago, and they have moved trucks out of the ramp; he asked for enforcement of the curfew, and patrolling of the ramp by the police department.

Capt. Waith reported that curfew is 11:00 for 16 years and under
and that police department has jurisdiction on parking lots and ramp.

The committee noted that the Parking Authority maintains some security during school year and suggested that they could budget for off-season also; however, it was also noted that the Parking Authority has night personnel to handle security. The committee stated they would take the matter under consideration to tighten up security by Parking Authority and police department.

Moved by Sande and Hoeppner to receive and file. Motion carried.

4. Request by Grand Forks Public Schools for handicapped parking
space in front of West School on N. 25th Street.

John Thompson, traffic eng., reported that West School is trying to conform with the Americans with Disabilities Act and to provide for an individual's need, and recommended approval. Moved by Johnson and Sande to approve request. Motion carried.

5. Request for "no parking" signs on streets in Industrial Park.
Held in committee for two weeks.

6. Request to reduce speed limit on S. 12th Street between 13th
and 10th Aves. S.
Mr. Thompson reported he had done survey of accidents along South 12th Street between DeMers Avenue and 13th Avenue South, with survey showing most accidents/injuries occurring at 8th Avenue South and recommended to install oversize stop signs on 8th Avenue S. for east/west bound traffic and monitor to see if this is effective in reducing the right angle accident.
Capt. Waith reported that 12th is collector street, that they did speed survey between 10th and 13th, which is a 25 mph zone, most violations under 30 mph.

Rosie Cunningham, 1001 South 12th Street, stated they were most concerned about new townhouses, kids afraid to cross at 10th Ave.S., and would like crossing, lights at that intersection.

Mr. Thompson reported that traffic counts on South 12th Street have dropped since closing entrance at DeMers Avenue, and thinks it will continue to drop.

After further discussion it was moved by Johnson and Sande to approve traffic engineer's recommendation and further to direct traffic engineer to do gap study after school starts. Motion carried.

7. Applications for gaming permits:
a) DAV Auxiliary No. 2.
The application had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve the application. Motion carried.

8. Temporary and overtime report for period ending 6/30/94.
The committee reviewed the report. Moved by Sande and Johnson to approve. Motion carried. (comm. only)

9. Request from American Heart Association to hold Heart Walk on
October 2, 1994.
The committee reviewed communication and map showing route, Capt. Waith stated he had no problem with the route as shown on the map (route starts and finishes in Kannowski Park next to Sorlie Bridge in downtown Grand Forks, and utilizes bikepath system), but would refer to Capt. McCarthy. Moved by Hoeppner
and Sande to approve request. Motion carried.

10. Application by Town House Motor Inn, Inc. for special permit to sell alcoholic beverages wedding reception and dance at
121 N. 5th Street on August 20.
The committee reviewed application. It was moved by Sande and Johnson to approve the application. Motion carried.

11. Request for variance to noise ordinance for block party on
August 20 until 1:00 a.m. at apt. complex on Primrose Court.
George Bruce, resident manager at 3397 Primrose Court, reported they were planning picnic and block party for August 20, would utilize parking lot, and would have taped music on home stereo system. He stated Primrose Ct. located south of Century School on east side of street. The committee expressed some concern with variance to 1:00 a.m. Capt. Waith reported that usually there is no problem with block parties, etc. up to 12:00 midnight. Moved by Sande and Johnson to grant variance to the noise ordinance to 12:00 midnight. Motion carried.
