MINUTES/PUBLIC SAFETY COMMITTEE
Monday, September 26, 1994 - 3:45 p.m.
Members present: Hoeppner, Johnson.
1. Request by KSNR Radio to hold promotional event in November
at shopping mall (drop paper turkeys from plane).
Request withdrawn.
2. Matter of violation of noise ordinance at UND Medical
Facility on Columbia Road at 5th Avenue North.
Leroy Sondrol, Director of Physical Plant at UND, and Gary Johnson, architect, were present. Mr. Sondrol reported they were here to report as directed at the last meeting on how noise problem could be resolved and to give timeline. He stated he has been in communication with the health department and reviewed communication to the health department, including drawing indicating what has to be done on each site, and reported that their proposed schedule for purchasing, having equipment installed with completion as follows: 1) cooling tower: December 16, 1994; 2) fume hood stacks: January 15, 1995; and 3) generator: January 1, 1995. He also stated they regret that this has caused a problem for the neighborhood.
The committee stated that University moving ahead with plans to have problem resolved by the middle of January, and moved that we hold this matter open until second meeting in January at which time this item will be placed on the agenda for report from UND, Health Department and from neighborhood.
Wayne McGrath, 518 Cambridge, asked committee if health department could take measurements prior to the January 23 meeting. Mr. Sondrol stated their intention is to work with the health department because there will be some fine-tuning, and they hope to be well within compliance. Mr. Shields, director of health department, stated his department will work with UND, and if problem resolved before January 23 will inform committee.
Don Matthies, 411 Hamline, asked whether noise level will just meet city requirements or lower. Mr. Sondrol stated they will work with health department to make as low as possible.
Playford Thorson, 525 Hamline, asked what time they would take readings, during day lot of street noise, night louder.
Evelyn Cole, 2622 6th Avenue North, stated that readings taken on west side of Columbia, and there are lot of property owners on east side also.
Upon call for the question to hold the matter, the motion carried.
3. Petition for school crossing light at intersection of Cherry
Street and 22nd Avenue South.

Susan Kraft, 2115 Chestnut Street, representing Viking School PTO, stated they would like school crossing light at 22nd and Cherry Street, because of safety of children (students from Viking School, Grand Forks Christian School, Sun Flake Pre-School). She stated there is potential of 80+ students north of 24th and east of Cherry, to use that intersection, that Cherry Street one of the main north/south arterial streets, and nothing to stop traffic between 17th and 24th Avenues South, that Cherry is heavily traveled, and asked committee on behalf of concerned parents to consider installation of yellow flashing lights. Denise Oppegaard, 624 18th Avenue South, stated that traffic has nothing to slow it down from 17th to 24th, is difficult to cross Cherry, street not clearly marked, and would appreciate anything they can do. Lorrie Zaharia, 2608 Chestnut Street, Sun Flake Pre School, stated there are approx. 20 children from pre-school that walk this area.
John Thompson, traffic engineer, reported he did pedestrian/delay study to determine whether control needed, study indicated it doesn't meet warrants for flashing light and higher type control. He stated they have criteria to determine need, this location doesn't meet minimum warrants. He noted that speed limit is 25 mph around school and Cherry is a collector street.
Johnson moved to direct traffic engineer to do another study during extended time frame, i.e., 8:20-8:45 a.m., 3:00-3:30 p.m.
and to report back to committee. Hoeppner seconded the motion.
Pete and Melanie Hoistad, 503 Campbell Drive, stated that a lot of parents drive their children to school because they won't allow children to cross Cherry Street, that there is 7 blocks of uninterrupted traffic, and suggested 4-way stop. Mr. Thompson stated main concern re. installing light/control where not warranted, would be in setting a precedent.
Gary Houska, 612 Campbell Drive, asked what cost of lights is; Mr. Thompson reported lower amber lights runs $5-7,000, and overhead $15-20,000.
After considerable discussion, the motion carried.
4.
Matter of job description for deputy fire chief.
Ron Phelps, asst. fire chief, reviewed new job description with the committee, and stated there is a title change - from assistant to deputy; and change in duties since adding position of training officer: removed day to day training, oversees training officer and works closer with committees (to serve as facilitator for the various quality improvement teams). Moved by Hoeppner and Johnson to approve the job description. Motion
carried.

5.
Consideration of bids for clothing for fire personnel.
Asst. Chief Phelps submitted copy of the one bid received from Straus Clothing; and also submitted information relative to purchasing regular size shirts through Galls Catalog at cost of $2,748.92 plus freight, compared to Straus bid of $3,456.30 (savings of $707.38 less freight). He stated they would like to order one each of the shirts (white and blue) in regular sizes to determine if quality satisfactory, and if so, would then order balance of the shirts. He recommended that other clothing be purchased through Straus bid. Moved by Johnson and Hoeppner to allow fire department to order regular size shirts from Galls Catalog at a cost of $2,748.92 plus freight, and to accept bid of Straus Company for trousers, coats and shirts in tall sizes at a cost of $3,550.54. Motion carried. (committee only)

Matter of setting license fees.

Applications for gaming permits:
a) National Air Traffic Controller Assn., local GFK - raffle
on January 29, 1995.
b) St. Michael's Home and School Assn. - raffle and bingo for period through June 30, 1995.
c) Sioux-Per Hockey Fans Unlimited, Inc. - raffle November, 1994.
d) Amendment to Holy Family Church raffle permit. (Amendment is to allow 3 groups within the Church to hold raffles under same permit)
e) Delta Gamma Sorority - bingo on September 28.
f) West School - raffle
It was noted that all application with exception of f) had been reviewed and approved by city attorney. Moved by Johnson and Hoeppner to approve the applications and to approve application for West School contingent upon approval by the city attorney. Motion carried. (committee only)
8.
Temporary and overtime statement for August, 1994.
The committee reviewed the statement, and it was moved by Hoeppner and Johnson to approve. Motion carried. (committee only).
9.
Matter of grant agreement
Don Shields, director of health department, reported the health department had received word of award of a two-year $25,000 grant from the John S. and James L. Knight Foundation for a public awareness/education initiative to improve the immunization rate of infants and toddlers from birth through age two starting the first of October (the grant is split so that

$14,400 is for efforts October 1 through September 30, 1995, and $10,600 is for the period October 1, 1995 through September 30, 1996), and was submitted for review and approval.
Moved by Johnson and Hoeppner to accept grant and to approve two-year grant agreement with John S. and James L. Knight Foundation in the amount of $25,000. Motion carried.
10.
Request for fireworks permit.
Mr. Johnson submitted request in behalf of activities director and asst. principal at Red River High School, who wanted to use fireworks as means of promoting Central/Red River football game this coming Friday evening, to shoot off fireworks whenever a team scored. However, the committee noted that because of time frame, unable to take to council. No action was taken.
